The hook

Put the people where the trains are

A metro line is one of the most expensive things a city ever builds, yet cities routinely run it through low-density sprawl and past gated plots that turn their backs on the stations. Transit-oriented development is the discipline of doing the opposite: concentrating homes, jobs and daily life within a short walk of transit, so the line carries the ridership that justifies it and the city grows compact instead of sprawling.

A metro station surrounded by empty plots and car parks is a very expensive way to move almost nobody.

The idea

Development that earns its transit

Transit-oriented development, or TOD, is the deliberate concentration of compact, mixed-use, walkable development around high-capacity transit stations, so that large numbers of people can live and work within an easy walk of frequent service. The term was popularised by the American architect and New Urbanist Peter Calthorpe, whose 1993 The Next American Metropolis set out the TOD as a compact neighbourhood, typically within a half-mile, roughly 800 metres or a ten-minute walk, of a transit stop, mixing housing, shops, jobs and civic uses around a walkable core. The logic is a virtuous circle. Concentrate density around a station and you supply the ridership that makes frequent transit financially viable; run frequent, reliable transit and you make the surrounding density desirable and car-light; the two reinforce each other. Break the circle, by building low-density sprawl around stations, or by running transit through areas too thin to fill it, and both halves fail: the line runs empty and the city keeps sprawling. TOD is best understood as the antidote to two twinned failures of the car era, sprawl and transit that nobody rides, and as the spatial partner to everything in the streets-and-mobility module: without walkable streets and last-mile connections, a station is just a stranded platform. The essential move is to plan the land use and the transit together, as one system, rather than laying track through whatever land use happens to exist. The gradient

Density that tapers from the platform

The signature spatial pattern of TOD is a density gradient organised around the station entrance. The land closest to the platform is the most valuable and the most accessible on foot, so it should carry the greatest intensity: the tallest, densest, most mixed development, with active ground floors, offices, shops and the highest residential densities. As you move outward through the half-mile 'influence zone' or 'ped shed', density tapers down toward the surrounding fabric. This is not arbitrary; it matches intensity to accessibility, putting the most trips where they are easiest to serve without a car, and it echoes the pedestrian-shed logic from the neighbourhood-unit lesson, with the transit stop as the centre. Good TOD also gets three fine-grained things right within that zone. First, the ground floor and the street network must make the walk to the station direct, shaded and safe, because a station you cannot comfortably walk to is not a TOD. Second, parking must be managed down, not up: generous parking minimums quietly convert a would-be TOD back into a car-oriented development, so mature TOD policy caps parking rather than mandating it. Third, the station area needs genuine mix, homes and jobs and services together, so trips are short and the transit is used in both directions across the day rather than only at peak. A common Indian pitfall is 'transit-adjacent development', tall towers that happen to sit near a metro but turn inward behind gates and podium parking, capturing the land value without delivering the ridership or the walkability. TOD is a verb, a set of design commitments, not merely a location near a line.

The analytics I

Cervero's 3Ds and the node-place model

Two analytical frameworks give TOD its intellectual backbone, and a serious designer should know both. The first is Robert Cervero and Kara Kockelman's '3Ds', density, diversity and design, later extended to five with destination accessibility and distance to transit, the same 'Ds' you met in the walkability lesson. They capture, in a memorable shorthand, what makes a place generate transit trips rather than car trips: enough density to fill the trains, enough diversity of uses to make walking worthwhile and trips short, and street design that makes walking and cycling to the station pleasant. The second framework, the node-place model developed by Luca Bertolini, is subtler and especially useful for diagnosis. It plots every station on two axes: its value as a 'node' in the transport network, how well connected and served it is, and its value as a 'place', how intense and attractive the surrounding development is. A healthy station balances the two. The model reveals two characteristic failures. An 'unbalanced node' has excellent transport but weak surrounding development, a well-served station in a low-density void, wasting the connectivity; think of a metro stop marooned among vacant plots on a city's edge. An 'unbalanced place' has intense development but inadequate transport, a dense district choking without the transit it needs. Plotting a city's stations on the node-place diagram instantly shows where to act: intensify development at under-built nodes, and add transport capacity to over-stressed places. The analytics II

The 3V framework: node, place and market

The World Bank and its collaborators added a third dimension to the node-place idea, giving the '3V framework' now widely used in TOD practice, including in India. The three Vs are node value, place value and market potential value. Node value is the station's importance in the transit network, its connectivity and the passengers it can gather. Place value is the quality and intensity of the surrounding urban area as a destination, its mix, walkability and amenity. Market potential value is the new addition and the pragmatic one: the unrealised commercial potential of the station area, the gap between how intensely the land is currently used and how intensely the market could support it, given the accessibility the transit provides. The insight of the third V is financial as much as spatial. TOD is expensive, and the rise in land value that good transit creates is precisely the resource that can pay for it, through 'value capture' instruments such as betterment levies, higher FSI sold to developers, premium charges and land pooling. The 3V framework helps a city triage its stations: where node value is high but place and market value are low, there is a strong case to intensify and to capture the resulting value to fund the system. It turns TOD from a purely design aspiration into a strategy that can finance itself, which is why bodies like NIUA and the World Bank have promoted it for Indian cities where public funds are scarce and the value uplift from new metros is enormous.

Indian policy

TOD policy in India

India has embraced TOD in policy over the last decade, driven by the wave of metro-building across more than a dozen cities and by national programmes. A National TOD Policy was issued by the Ministry of Housing and Urban Affairs in 2017 to guide states and cities, and TOD is woven through the Smart Cities Mission and AMRUT, with the National Institute of Urban Affairs supporting cities on station-area planning and value capture. The core instruments are familiar from this lesson: a defined 'influence zone' around stations and corridors, typically several hundred metres, within which higher FSI is permitted; density and mixed-use requirements; caps rather than minimums on parking; and value-capture financing to fund the transit and the public realm. Delhi has been a prominent, and instructive, case: its TOD policy allows substantially higher FSI in influence zones around metro corridors, aiming to redevelop station areas at high, mixed-use density, though implementation has been slowed by the practical difficulties of assembling land and coordinating agencies. Ahmedabad offers a celebrated Indian success in a related mode: its Janmarg bus rapid transit system, India's first full BRT, paired high-capacity surface transit with corridor development and value capture, and the city's aggressive use of the town-planning-scheme mechanism for land pooling shows how the value uplift along a transit corridor can help fund the city that grows around it. As always, treat the specifics as a live and locally variable policy field: explain the intent, the influence zone, the FSI incentive, the parking caps, the value capture, and direct anyone acting on a project to the current MoHUA guidance and the relevant state and metro-authority regulations.

The caution

TOD done badly, and done well

TOD is powerful enough to fail expensively, so close the lesson with the failure modes and how to avoid them. The first failure is the 'transit-adjacent development' already named: towers that exploit the FSI bonus and land value near a station while gating themselves off, providing podium parking and blank walls, and delivering neither walkability nor ridership. The fix is to tie the FSI incentive to genuine TOD performance, active frontages, through-block pedestrian connections, parking caps, real mixed use, not merely to proximity. The second failure is transit-induced displacement: when TOD raises land values, it can price out the very lower-income residents who most depend on transit, replacing them with wealthy households who own cars anyway, which is both unjust and self-defeating for ridership. The corrective is to weld this lesson to the previous one, embedding affordable and inclusive housing requirements directly into TOD so that station areas stay mixed-income and the people who ride transit can afford to live beside it. The third failure is the stranded node, building the line first and hoping development follows, then watching stations sit for years amid empty plots because the land use was not planned and incentivised in step with the track. Done well, TOD is the single most powerful tool a growing city has to steer itself toward a compact, low-carbon, walkable future, aligning where people live, where they work, how they move and how the city pays for its own growth. It is the culminating idea of this module: housing, neighbourhood, affordability and movement, resolved together around the station.

Near a station, design your building to feed the walk to the platform: active ground floors, doors onto the street, through-block connections, and parking pushed below caps rather than sprawled across a podium. Put your density where accessibility is highest, and never let a project become 'transit-adjacent', a gated tower that captures the land value while turning its back on the station it depends on.

As the urban designer you plan land use and transit as one system: set the influence zone, taper density from the platform, cap parking, require real mixed use, and design the walkable street network that makes the station reachable. Use the node-place and 3V frameworks to triage stations, and deploy value capture to fund the transit and public realm, while embedding affordable housing so TOD does not displace the riders it needs.

Misconception check

Building tall towers near a metro station automatically counts as transit-oriented development.

Not if the towers gate themselves off with podium parking and blank walls, that is 'transit-adjacent development', which captures land value without delivering walkability or ridership. Real TOD requires active frontages, direct pedestrian connections to the station, capped parking, genuine mixed use and inclusive housing, tied to the FSI incentive.
