Regulating the shape of the street rather than the use behind the door
Code the street, not the shopfront
Conventional zoning obsesses over what happens inside a building and shrugs at how it meets the street. Form-based codes flip that priority on its head. They say: we largely do not mind whether that ground floor is a cafe, a clinic or a workshop, but it must hold the street edge, put a door and windows on the footpath, and rise to a height that makes the street feel like a room. Regulate the shape, and the life takes care of itself.
A setback whispers 'stand back'; a build-to line commands 'hold the line'. One dissolves the street, the other makes it.
From use-based to form-based
To understand form-based codes you must first see clearly what conventional, Euclidean zoning prioritises and ignores. Use-based zoning fixes, above all, the use, is this residential, commercial, industrial, and treats the physical form of the building as a set of secondary, often crude, dimensional afterthoughts: a setback here, a height cap there, a parking minimum. The perverse result, as the previous lessons showed, is a code that can approve a building which fully complies on use and bulk yet is a catastrophe at ground level, a blank-walled box set behind a car park, killing the street. Form-based codes (FBCs) invert the priority. They regulate, first and foremost, the physical form of buildings and their relationship to the public realm, how tall, how close to the street, how the ground floor meets the footpath, what the frontage looks like, and they are comparatively relaxed and flexible about use, permitting a wide mix so long as the form is right. The governing intuition is that the quality of a place is determined far more by its three-dimensional form, the enclosure of its streets, the activity of its edges, than by the precise use behind any given door, which in any case changes many times over a building's life. An FBC is, in effect, a code written by and for urban designers rather than by lawyers sorting land into use silos. The Form-Based Codes Institute and the Congress for the New Urbanism have been its principal champions since the movement crystallised in the 1980s and 1990s.
The transect: a gradient of urbanism
The intellectual spine of the most influential form-based codes is the 'rural-to-urban transect', an idea adapted from ecology by the architect and new urbanist Andres Duany. Just as an ecological transect describes a gradient of habitats from shoreline to upland, the urban transect describes a continuous gradient of human settlement intensity, from the most natural to the most urban, and divides it into a series of zones, conventionally six, labelled T1 to T6. T1 is natural, protected wilderness; T2 is rural, farms and hamlets; T3 is sub-urban, low-density detached housing with generous planting; T4 is general urban, a walkable mix of small houses, shops and modest apartments; T5 is urban centre, dense, mixed and continuous frontage, the main street; and T6 is urban core, the densest, tallest downtown. The power of the transect is that it insists every element, the building type, the street section, the setback, the tree planting, even the street furniture, should be 'immersive' and consistent with its zone: a picket fence and a lawn belong in T3, a continuous shopfront and a narrow footpath belong in T5, and mixing them, a suburban house on a downtown street or a tower in a hamlet, produces the disharmony we recognise instantly as bad placemaking. Rather than sorting land by use, the transect sorts it by intensity and character, giving the designer a single, legible framework within which to calibrate every rule. Build-to lines, frontage types and the street wall
Where use-based zoning gives you a setback, a minimum distance a building must keep from the street, form-based codes typically give you the opposite and far more powerful instrument: a build-to line, a line at or near the street that the building's facade must meet, for a specified minimum percentage of its width. The difference is profound. A setback lets a building drift back behind a car park and dissolve the street; a build-to line pulls the building forward to hold the street edge, so that a row of buildings together forms a continuous 'street wall' that encloses the public space and makes it feel like a room rather than a leftover gap. To this an FBC adds a palette of permitted 'frontage types', the specific ways a building's ground floor can meet the footpath: a shopfront flush with the pavement, a stoop raised a few steps, a forecourt, an arcade or colonnade (deeply relevant in hot, wet Indian climates), a porch. Each frontage type is drawn and dimensioned in the code, and the designer chooses from the permitted palette for that transect zone. Height is regulated not just by a cap but often by a minimum, because a street wall that is too low fails to enclose, and by rules on how the building steps back at the top. Together, build-to lines, frontage types, street-wall heights and simple facade rules give an FBC direct control over the one thing that most determines street quality, the three-dimensional shape of the public room, which conventional zoning leaves almost entirely to chance.
The SmartCode and the FBC toolkit
The best-known template for putting all this into a single instrument is the SmartCode, a model form-based, transect-based code released by Duany Plater-Zyberk and colleagues in the early 2000s as an open-source framework that municipalities could adopt and calibrate to local conditions. A full form-based code typically assembles a recognisable set of components. A regulating plan maps every plot to a transect zone, the FBC equivalent of the zoning map. Building-form standards specify, per zone, the build-to lines, heights, and how much of the frontage must be built. Frontage-type standards draw the permitted ways buildings meet the street. Public-space or thoroughfare standards specify the street sections themselves, tying the code directly to the complete-street thinking of the previous module. Often an architectural-standards layer and an administration section complete it. Crucially, good FBCs are graphic documents, dominated by drawings, diagrams and tables rather than dense legal prose, precisely because they are trying to communicate three-dimensional intent that words capture badly. This visual, illustrative character is part of the point: a builder, a citizen and an official can all look at the same drawing and understand what the street is meant to become. It is worth being clear-eyed, however: FBCs are demanding to write well, require real urban-design skill and local calibration, and are not a magic wand. A poorly calibrated FBC can be as sterile as any other code. But at their best they give a community direct, legible control over the physical character of its streets.
Do form-based codes suit Indian cities?
The honest answer is: in places, powerfully, and elsewhere, only with heavy adaptation. The case for FBCs in India is strong wherever the priority is to protect or recreate the fine-grained, mixed, street-fronting character that Indian urbanism does so well and that conventional use-zoning is busy destroying. A form-based approach is a natural fit for regenerating a historic core, a walled city, a peth, a bazaar main street, where the goal is precisely to hold the street wall, keep the arcade or the continuous shopfront, and permit the mix of uses that already thrives there; here an FBC codifies and protects what use-zoning would criminalise. Arcaded frontage types are especially apt for the Indian climate, echoing the traditional verandah and the covered bazaar. The cautions are equally real. FBCs assume a fairly high capacity to draft, administer and, above all, enforce detailed physical standards, which is a genuine constraint for many under-resourced Indian urban local bodies still struggling to enforce even basic bye-laws. They also presume relatively formal development, whereas much Indian city-building is incremental and informal, so a rigid FBC imposed top-down could simply be ignored or become another instrument of exclusion. The pragmatic path, which several Indian efforts have explored, is hybrid: keep the broad statutory Master Plan and DCR machinery, but introduce form-based overlays or design codes for specific priority areas, a heritage precinct, a station area, a new town-centre, where the physical character genuinely matters and the capacity to enforce exists. The transect and the build-to line are ideas worth borrowing selectively, not a whole system to be imported wholesale.
The vocabulary of good form
Behind form-based codes lies a deeper competence every urban designer needs: the ability to read and shape urban form itself, independent of any code. This is the tradition of Camillo Sitte, who in 1889 taught designers to compose streets and squares for enclosure and visual delight rather than mere traffic flow; of Kevin Lynch, whose paths, edges, districts, nodes and landmarks gave us a vocabulary for the city's legible image; of Léon Krier, who insisted on the clear distinction between public and private space and championed the traditional street and square; and of the figure-ground plan, the simple black-and-white drawing of built mass against open space that instantly reveals whether a place has coherent, enclosed public rooms or is a scatter of objects in undifferentiated space. Barcelona's superblocks, revisited from the previous module, are a contemporary act of form-making: by grouping nine Eixample blocks and calming their interior streets, the city converts road space back into enclosed public rooms without demolishing a thing, a reshaping of form and use together. To read urban form is to look at any place and see its structure, the pattern of blocks and plots, the enclosure or leakage of its streets, the grain of its frontages, the public-private distinction, and to judge it against the qualities that make places good. A form-based code is ultimately just this competence, written down as rules. Master the reading, and the codes become legible; master the codes, and you can shape the reading for a whole district.
Bringing density, use and form together
Step back and the whole module resolves into a single, powerful proposition: a good piece of city is the right density, in a genuine mix of uses, given a coherent physical form, and the three must be designed together, not in separate silos by separate professions. Density without form gives you the tower in the parking lot; form without density gives you a handsome but empty stage set; use-mixing without either gives you activity with no shape to hold it. Conventional planning tends to split these apart, a density number here, a land-use colour there, a setback rule somewhere else, and the split is precisely why so much of what gets built is disappointing even when every rule is met. The great contribution of the form-based-code movement, whatever its limits, is to have reunited them: to say that the density, the mix and the shape are one design problem, best expressed in drawings a community can see and agree on. That is the note on which this module ends and the reason it matters for every reader, whether you will design a single building within these rules, draft the rules themselves, or simply learn to look at your own city and understand, at last, why it takes the shape it does. Carry forward one habit above all: whenever you judge a piece of city, ask the three questions together, how much, of what, in what form, and never let anyone answer only one.

Treat those form rules not as constraints on art but as the shared discipline that lets your building and your neighbour's add up to a street rather than a scatter. Learn to draw a good frontage; it is where your building gives to the city.
As the urban designer, form-based codes are your most direct instrument: they let you regulate the three-dimensional public realm, the street wall, enclosure, frontage and character, that conventional zoning leaves to chance. Use the transect to calibrate every rule to its context, deploy build-to lines and frontage types to make streets that feel like rooms, and in India apply FBCs surgically, as overlays on priority areas where character matters and enforcement is realistic, rather than wholesale.
The big idea is simple and liberating: regulate the shape of buildings and how they meet the street, not just what happens inside, and good streets follow. Learn the transect T1 to T6 as a gradient of intensity, and the difference between a setback (pushes buildings back) and a build-to line (pulls them forward). Then practise drawing figure-ground plans of places you know; it is the fastest way to learn to see urban form.
