The paid ecosystem, and when it earns its licence

The hook

Your firm just handed you an ArcGIS licence. What did they actually buy?

You join a large practice or a government cell and there is no QGIS in sight - just Esri's ArcGIS. It is tempting to think you have to relearn GIS. You do not. The concepts are identical; only the buttons move. What is genuinely different is that ArcGIS is not one program but a connected, paid ecosystem - a desktop app, a cloud service, a data library and a planning tool that all share one login. The skill is knowing which piece to reach for, and whether the licence is worth it. That is this lesson.

Capability rarely decides free-vs-paid. Support, scale and one or two unique tools do.

ArcGIS Pro: the desktop workhorse

ArcGIS Pro (current version 3.7.1) is Esri's flagship desktop application - the direct counterpart to QGIS. It does the heavy lifting: 2D and 3D mapping in one view, a deep geoprocessing toolbox, cartography, and editing. If you know QGIS, the map is the same idea with different names - the Contents pane is your Layers panel, the Catalog is your Browser, and geoprocessing tools live in the Analysis ribbon. Projects are saved as .aprx files.

Two things distinguish it from QGIS in daily use. First, it is tightly wired into the rest of the Esri ecosystem, so publishing a finished map to the web is a single sign-in away. Second, it carries arcpy, a mature Python library for automation, and ModelBuilder for visual workflows - powerful when a job must be run the same way a hundred times. It is Windows-only and proprietary; every seat is a paid subscription.

ArcGIS Online: GIS in the browser

ArcGIS Online is Esri's cloud service (SaaS - software as a service, continuously updated, nothing to install). It is where maps go to be shared. You host layers on Esri's servers, build web maps in the Map Viewer, and wrap them in ready-made apps: interactive dashboards, StoryMaps for narrative presentation, survey forms, and field apps.

The usual division of labour is clean: do the serious analysis in ArcGIS Pro on your machine, then publish the result to ArcGIS Online so a client, a committee or the public can open it in any browser with no software and no GIS training. Edits and new analysis flow back down; shared maps flow up. Crucially, the licence is consumed as credits - Esri's metered currency for storage, hosted analysis and some data - so cloud usage has a running cost on top of the seat, something a small office must budget for deliberately.

The Living Atlas: data you did not have to make

A quiet reason institutions pay for ArcGIS is the ArcGIS Living Atlas of the World - a large, curated library of ready-to-use layers (imagery, terrain, demographics, environment, base maps) that you add to a map with a click, no downloading or cleaning. For a team on deadline, not having to hunt down and prepare a base layer is worth real money.

Be clear-eyed about India, though. The Living Atlas is strongest on global and Western datasets; for authoritative Indian data you will still go to Bhuvan, the NRSC, Survey of India and census sources, and bring them in yourself. Treat the Living Atlas as a fast global backdrop, not a substitute for India's own geoportals - many of which are free and open regardless of which GIS you run.

ArcGIS Urban: zoning and master planning in 3D

ArcGIS Urban is Esri's dedicated 3D planning tool, and it is the piece most relevant to this course's audience. It lets a city or a design team model zoning rules as 3D envelopes, sketch development scenarios inside them, and compare an existing condition against proposed massing - checking capacity, overshadowing and land-use mix as you go. It plugs into the same platform, so the city's real parcel and zoning layers drive the model rather than a hand-built guess.

This is genuinely hard to replicate for free, and it is where the ArcGIS licence can pay for itself on a large planning or urban-design commission. For a single small site, it is overkill; for a district plan or a development-control study, it turns statutory rules into a testable model everyone in the room can see.

So when should an institution pay?

The honest test is not capability - QGIS covers most everyday GIS - but support, scale and specific tools. Pay for ArcGIS when you need vendor support contracts and a guaranteed upgrade path; when many people must collaborate on hosted layers with managed permissions; when a specialised tool like ArcGIS Urban or CityEngine has no free equivalent you can rely on; or when you are joining an organisation already standardised on Esri and interoperability matters more than licence cost.

Otherwise, a student, a not-for-profit or a small studio loses nothing by starting in QGIS. A wise practitioner treats them as complementary: learn the concepts once, and move between the free and paid tools by recognising that Contents is Layers and Buffer is Buffer. This course teaches both paths in every workshop for exactly that reason.

Rebuild lesson 1.1's map in the Esri stack, then do the thing ArcGIS is bought for: publish it to the web as a shareable app. The QGIS equivalent is noted so you can see where the free path stops short of hosted sharing.

  1. 1Open ArcGIS Pro (3.7.1) and start a new Map project, or sign in to ArcGIS Online and open Map Viewer. Note that Contents is the Layers panel and Catalog is the Browser - the QGIS equivalents from lesson 1.1.
  2. 2Add a base map and a Living Atlas layer (Add, Living Atlas). In QGIS the parallel is an XYZ base map plus a QuickOSM layer - free, but with no curated global library.
  3. 3Import one real layer for your city - an OSM extract or a layer you exported from Bhuvan - and set a suitable projected CRS (Map Properties, Coordinate Systems).
  4. 4Run one analysis to feel the toolbox: Analysis, Tools, Buffer around a feature (in QGIS: Vector, Geoprocessing, Buffer). Confirm the result is identical in concept.
  5. 5Publish the map: in ArcGIS Pro, Share, Web Map to ArcGIS Online; or save directly in Map Viewer. Then wrap it as a Dashboard or StoryMap and copy the share link.
  6. 6Open the link in a plain browser to confirm anyone can view it with no GIS installed - the capability the licence is really paying for.

For most site work, ArcGIS Pro is more tool than a single building needs - until the project is 3D and city-scale. Where it earns its keep is context that must render in 3D and hand cleanly to BIM, and where a client is impressed by a polished web map or StoryMap of the site analysis. For a lone practice, the credit-metered cloud costs deserve a hard look before committing.

For the plannerLand use, zoning & infrastructure

This is the ecosystem much of formal Indian urban planning is standardising on. AMRUT GIS-based master-plan work and many state planning cells run Esri; ArcGIS Urban maps zoning and FAR as testable 3D scenarios, and dashboards let a committee explore a plan without touching GIS. If you plan in a public office, expect to meet ArcGIS - and still bring Indian data from Bhuvan yourself.

For the urban designerStreets, blocks & public realm

ArcGIS Urban and 3D web scenes are where the paid stack shines for the public realm. Testing block massing, street-wall continuity and overshadowing across a scenario, then publishing it as an interactive 3D web scene for consultation, is hard to match for free. For quick street-and-block analytics, QGIS plus depthmapX still does the job at no cost.

Misconception check

ArcGIS is a single program you buy once, like AutoCAD.

ArcGIS is a subscription platform of connected pieces - ArcGIS Pro (desktop), ArcGIS Online (cloud), the Living Atlas (data) and specialised tools like ArcGIS Urban - not a one-off purchase. Cloud use is metered in credits on top of the per-seat licence, so the real cost is ongoing and depends on how much you host and analyse online. Budget for the ecosystem, not for a single app.
