The test of documentation is brutal and simple: could a competent contractor you have never met price this project accurately and build it correctly, on the far side of the country, using only the documents in the box? Everything you left ambiguous, everything you meant but did not draw, everything 'they will understand' - all of it becomes a variation, a dispute, or a defect. The documentation and tender stage is where a beautiful, resolved design is turned into unambiguous instruction.

What the documentation stage is really for

Documentation - the production of construction or working drawings, schedules and specifications, sometimes called the good-for-construction or GFC set - is the stage where the resolved design is translated into a complete, coordinated, unambiguous package that others can price and build from. In the RIBA map this is Technical Design carried into the information issued for construction; in the AIA map it is the Construction Documents phase. In Indian practice it is the working-drawings or GFC stage, often merged with tender-document preparation.

The shift in mindset from design to documentation is important. In design you are deciding; in documentation you are communicating decisions completely enough that no one has to guess. The audience changes too: your drawings now speak to an estimator pricing the work, to a site engineer setting it out, to a mason, carpenter or fabricator making it, and to a quantity surveyor measuring it. Each needs different information at a different scale, and the documentation must serve them all without contradiction.

The cardinal virtue of documentation is coordination and consistency. A construction set is not one drawing but dozens or hundreds - architectural, structural, MEP, landscape - that must agree with one another and with the schedules and specification. A door that is 900 wide on the plan, 1000 wide on the schedule and 'as noted' in the specification is a defect waiting to happen and a claim waiting to be made. The discipline of the documentation stage is therefore as much about cross-checking and version control as about drawing, which is why a rigorous drawing register and a single controlled baseline matter enormously here.

The drawings

Working drawings: the layered set

The working-drawing set is layered by scale, each layer answering a different question. General-arrangement drawings - plans, sections and elevations, typically at 1:100 or 1:50 - show the whole building: what goes where, dimensions, levels, grids and references. Large-scale detail drawings - 1:20, 1:10, 1:5 - zoom into the junctions that carry a building's quality and weathertightness: how the parapet is capped and waterproofed, how the window is fixed and sealed, how finishes meet at a threshold. Between them, part plans and enlarged plans handle complex areas like toilets, kitchens and staircases where the general arrangement is too coarse.

Crucially, the architectural drawings are only one discipline's layer. The structural engineer issues foundation, framing and reinforcement drawings; the services engineers issue layouts for electrical, plumbing, drainage, HVAC, fire and low-voltage systems. On any building beyond the smallest, these must be coordinated against the architecture and against each other, ideally through a coordinated model or a formal clash-review process, so that the beam does not clash with the duct and the drain has the fall it needs. The architect, as lead consultant, usually drives that coordination.

Good drawings share a grammar the reader can trust: a consistent title block, a clear drawing-number system, north points and scales, cross-references between drawings, revision clouds and a revision history, and a legend for symbols and abbreviations. This is not pedantry. On a busy site, a drawing that cannot be quickly located, cross-referenced and confirmed as the latest revision is a drawing that gets built wrong. A clean, navigable set is a genuine professional deliverable in its own right.

Schedules and specs

Schedules and specifications: the words that complete the drawings

Drawings cannot carry everything efficiently, so two companion documents do the rest. Schedules are structured lists that capture repetitive, itemised information more clearly than a drawing could: a door schedule (every door with its size, material, ironmongery, fire rating and finish), a window schedule, a finishes schedule (floor, wall and ceiling finish for every room), a sanitaryware schedule, a room data sheet. Schedules turn scattered notes into a single checkable table, and they are where an estimator and a site engineer look to price and procure the fittings.

The specification is the written description of quality: what materials to use, to what standard, and how they are to be worked and installed. Where the drawing says where and how big, the specification says what and how good - the grade of concrete, the type and finish of the tile, the standard the waterproofing must meet, the workmanship expected. Specifications can be prescriptive (name the exact product or standard) or performance-based (state the result required and let the contractor propose how). In India, specifications routinely reference the relevant Indian Standards and the National Building Code, and for public works the CPWD specifications are a widely used baseline; verify which standards and editions apply and defer to the current codes.

Drawings, schedules and specification form a triad that must agree. A classic failure is information that appears in two of the three and contradicts itself, or falls into the gap between them so it appears nowhere. Deciding deliberately where each piece of information lives - and stating a precedence rule for when documents conflict - is part of assembling a professional set. The estimator prices what the documents say, not what you meant.

The BOQ

The bill of quantities: measuring the building to price it

For anything but the smallest project, the documents are turned into a bill of quantities, or BOQ - an itemised, measured list of all the materials and work in the project, prepared from the drawings and specification, usually by a quantity surveyor or estimator. Each item describes a unit of work (say, brickwork of a given thickness in a given mortar), states its quantity measured from the drawings, gives a unit, and leaves a rate and amount for the tenderer to fill. Summed, the priced BOQ becomes the contract sum.

The BOQ does several jobs at once. It lets competing contractors price the same defined scope on the same basis, so their tenders are genuinely comparable - everyone is pricing identical quantities, differing only in their rates. It becomes the instrument for valuing work as it proceeds and for pricing variations, because agreed rates already exist for most items. And it exposes the cost structure of the project, showing where the money is, which supports value engineering when the tender comes back over budget.

The quality of a BOQ depends entirely on the quality of the documents it is measured from. Measure from an incomplete or uncoordinated set and the BOQ inherits every gap - items missing, quantities wrong, provisional sums standing in for undesigned work - and those gaps surface later as claims and overruns. This is one more reason the design should be genuinely frozen before documentation: a BOQ built on a moving design is measuring a phantom. In lump-sum arrangements without a formal BOQ, the same discipline applies through a schedule of quantities or a detailed cost plan; the principle is that price follows measurable, defined scope.

Assembling the tender: what goes in the box

Getting a project ready to price and build means assembling the tender or bidding documents - the complete package a contractor needs to submit a firm, comparable offer. Beyond the technical set (drawings, schedules, specification and BOQ), the tender package carries the commercial and legal apparatus: an invitation or notice to tender that explains what is wanted and how to bid; instructions to tenderers (the rules of the process, the submission format and deadline); the proposed conditions of contract and any special conditions; the form of tender the bidder fills in; and often a preliminaries section covering site-wide costs like access, welfare, insurance and programme.

The conditions of contract deserve care, because they allocate risk between client and contractor and set the rules the whole construction stage will run under. Standard forms exist for exactly this reason - internationally the FIDIC, JCT and NEC suites; in Indian public works the CPWD and various government-agency forms - and using a recognised standard form, appropriately completed, is far safer than a home-made contract. Contracts are the whole subject of Module 8; here the point is that the tender documents must include the contract the parties will actually be bound by, not leave it to be argued later.

Getting these documents right is what makes bids comparable and the eventual contract enforceable. A well-assembled tender package states the scope completely, the process clearly, the risk allocation explicitly and the basis of price unambiguously - so that when prices come back, the client is comparing genuine like with like and can award with confidence rather than choosing among incomparable guesses.

Running the tender

Issuing, receiving and evaluating tenders

With the package assembled, the tender is run as a controlled process. Suitable contractors are invited - by open advertisement, by a pre-qualified shortlist, or by selective invitation depending on the procurement route (the subject of Module 7). During the tender period, queries are handled fairly: a question from one bidder that changes the information is usually answered to all through an addendum, so no one holds a private advantage and all price the same basis. Bids are received by the stated deadline in the stated format, and, especially in public work, opened under defined procedures for transparency.

Evaluation is more than picking the lowest number. Tenders are checked for compliance (did they bid what was asked, or qualify and exclude parts of it?), for arithmetic, and for the plausibility of the price - a bid far below the others may signal an error, an underestimate or an intention to recover through claims, and the lowest price can be the most expensive outcome. The architect and quantity surveyor typically produce a tender report comparing the bids on price and on qualifications, flagging anomalies, and making a reasoned recommendation. Where price and quality both matter, a weighted assessment against stated criteria may be used rather than price alone.

When a tender comes back over budget - a common event - the response is disciplined, not panicked: interrogate the priced BOQ to see where the cost sits, and value-engineer specific scope or specification with the client's agreement, rather than hacking blindly. Then the contract is awarded, the successful contractor is appointed on the tendered documents, and the project moves to the site. Throughout, the architect advises and administers the process; the client decides. Keep the process fair, documented and defensible, and in public work follow the mandated procurement procedures exactly.

The lowest bid is sometimes the most expensive building you will ever regret.

Bill of quantities (BOQ) / standard methods of measurement

It must be coordinated across architecture, structure and services so drawings do not contradict each other, and consistent across the triad of drawings, schedules and specification so information neither conflicts nor falls into a gap. It becomes the basis of the bill of quantities and therefore of the price, the valuation of work, and the pricing of variations. And it must be assembled into a tender package with the right contract conditions so bids are comparable and the agreement is enforceable. Treating documentation as routine drafting is precisely how projects end up over budget, in dispute and full of defects. It is skilled, judgement-heavy professional work.
