The dry air makes an air cooler highly effective — cheap, low-energy cooling.

A planning estimate. It uses a standard wet-bulb approximation and a typical cooler effectiveness (~85%); real coolers vary with pad condition, airflow and water. An air cooler also adds humidity, so in already-humid air it makes the room feel worse even as the thermometer barely moves — which is exactly why the verdict turns against it as humidity rises.
