Who has to do what: the Fire NOC, the builder and the RWA
For most apartment and group-housing projects above the size the local rules set, fire safety is not a one-time event but a lifecycle. It usually runs through three stages, and different people own different parts of it.
The builder or developer designs the building to meet the code and the bye-laws, gets the fire scheme approved, installs the systems, and obtains the fire clearance or Fire No Objection Certificate from the fire service before the building is occupied.
