A security electric fence must be a non-lethal pulsed energizer type — short high-voltage, low-current pulses like livestock fencing — and must never be connected to a mains or continuous supply. It requires warning signboards at intervals, must be installed by a licensed specialist, and must comply with electrical-safety law and local municipal & police rules. A lethal or continuously-live fence is illegal and can kill. Size the energizer to the total wire length on its datasheet, and combine it with an alarm output so a cut or short raises an alert.
