What it costs the planet, and whom it serves

The first two lenses. The environmental appraisal assesses the project’s impact as a consumer of resources and producer of waste (India’s formal EIA applies at 20,000 sq m and above, but the discipline applies at any scale). The socio-economic appraisal asks who the design serves and at what value — user groups, behaviour, security, aesthetics — and weighs the equity of cost: who benefits, and who bears it?

Environmental impact

The environmental lens assesses the project’s impact — a building is a major consumer of resources and producer of waste. Formal Environmental Clearance (India’s EIA Notification 2006) applies at 20,000 sq m and above, but the discipline of assessing impact applies to a project of any size.[3]

Assess at every scale

The first lens is ENVIRONMENTAL: the project's IMPACT on the environment, assessed against standards. A building or interior is a major CONSUMER of resources — energy to build and to run, water, and vast quantities of materials — and a producer of WASTE and emissions. The appraisal measures these flows and seeks to REDUCE them. In India, formal Environmental Clearance under the EIA Notification 2006 is legally triggered for building projects of 20,000 sq m and above (state-level up to 1,50,000 sq m, central above), so most single interiors fall below the legal threshold. But the DISCIPLINE of assessing impact applies to a project of ANY size — a small interior still consumes and emits, and a responsible designer assesses that, threshold or no threshold.[1, 3]

Whom it serves, and at what value

Socio-economic appraisal

The socio-economic lens asks who the design serves and at what value — user groups, behaviour, security, aesthetics. A project must be worth building for people, not only technically sound. And equity weighs who benefits and who bears the cost — not an optional kindness.[1]

Whom it serves, and at what value

The second lens is SOCIO-ECONOMIC: it asks who the design SERVES and at what social and economic VALUE. It weighs the different USER GROUPS and their needs; the BEHAVIOURAL aspects (how people will really use and feel in the space); SECURITY considerations; AESTHETIC preferences; and the COST for different groups. A project must be worth building for PEOPLE, not only technically sound — and this appraisal is the human and social bottom line. A design that is elegant and buildable but serves its users poorly, or ignores how they behave, or is unsafe or unwelcoming, has failed a real test. The socio-economic appraisal asks the honest question: is this design good for the people it is for?[1]

Study task

For a project you know, write a short environmental appraisal as a list of inputs (energy to build and run, water, materials and where they come from) and outputs (construction and operational waste, emissions, end of life) — and next to each, one way to reduce it. Note whether it crosses India’s 20,000 sq m EIA threshold, and why the discipline matters anyway. Then write a socio-economic appraisal: name its different user groups, how each will really behave in and use the space, and any security or aesthetic considerations. Finally, weigh its equity: who benefits most, who bears the cost, and is that fair? The goal is to prove a design is worth building for the planet and for its people.
