The Strategy, Not the Checklist
Fire safety is a coherent, building-specific strategy led from the first sketch - a story of how this building keeps its people alive - not a list of gadgets bought and bolted on at the end
By the time you are choosing extinguisher brackets, the decisions that save lives have already been made - or missed.
There is a tempting way to handle fire safety: treat it as a list of things to add near the end. So many extinguishers, an alarm panel, exit signs, maybe sprinklers - tick the boxes, get the NOC, move on. Buildings designed like this can pass an inspection and still kill people, because the measures that actually save lives are not items on a shopping list. They are spatial and organisational decisions - where the exits are, how the plan is divided, whether the stairs are protected from smoke - that have to be made early and cannot be bolted on later.
This final lesson of the opening module pulls the mindset together. Fire safety is a coherent, building-specific strategy: a clear story of how this building keeps its people alive in a fire, in which the equipment is one chapter, not the plot. We will look at why the checklist mindset fails, what the elements of a fire strategy are and how they balance against each other, why the strategy must be led from the first sketch by the architect, and how it is captured in a fire strategy document and built through collaboration - including knowing when to call the fire engineer.

The checklist trap
The most dangerous way to think about fire safety is as a checklist of things to add: so many extinguishers, an alarm panel, exit signs, a sprinkler system - tick the boxes, collect the NOC. Buildings designed this way can pass inspection and still kill people, because the measures that actually save lives are not items on a list. They are spatial and organisational decisions that must be made early and cannot be added afterwards: where the exits are and how far anyone is from one; how the plan is divided into fire compartments; whether the escape stairs are protected from smoke; how the arrangement stops a fire in one part of the building from trapping people in another. These are decisions about the shape of the building, and by the time you are choosing extinguisher brackets they are already fixed, for better or worse.
The checklist mindset fails for a deeper reason too: it treats the parts as independent when they are a system. A sprinkler buys time - but only if there is a protected route in which to use that time to escape. A compartment wall contains a fire - but only if its doors close and its penetrations are sealed. An alarm wakes people - but only if they have somewhere safe to go. Pulled apart into line items bought separately, these measures leave gaps between them; assembled as a strategy, they cover for one another. A well-equipped building with a single unprotected stair and forty-metre travel distances is a death-trap with good equipment.
So the stance this whole course builds is the exact opposite of the checklist. Fire safety is a coherent, building-specific strategy - a clear story of how this building keeps its people alive in a fire - and the equipment is one chapter of that story, never the whole plot. The difference is not academic. It is the difference between a building that merely passes and a building that protects, and it is decided far earlier than most people think.
What a fire strategy actually is - its elements
A fire strategy is the single, coherent plan that ties every fire-safety decision in a building together and explains how they work as one system to protect life. It is specific to the building - its occupancy, height and size, the people in it and how they will behave - and it pulls together a recognisable set of elements, each of which is a module of this course:
> Know the people (occupancy and load - who is in the building, how many, and how they will really behave); get them out (means of escape - a continuous, protected route to a place of safety, the heart of it); contain the fire (compartmentation and fire resistance - hold fire and smoke in place to buy time); detect and fight (detection, alarm and active systems - start the people's clock early and slow the fire); keep smoke out of the routes (smoke control); let the fire service in (access, water and firefighting provision); and keep it true over time (management, testing and maintenance - a strategy decays if the building is not kept as designed).
The art is that these are not separate requirements to satisfy one by one; they are balanced against one another to suit the building, a layered defence in which no single measure has to be perfect because the others back it up. A building with a challenging plan might compensate with enhanced detection and smoke control; a simple low-rise might lean almost entirely on short escape routes and sound compartmentation. The strategy is where you decide that balance deliberately, rather than discovering by accident that the pieces do not add up.
Crucially, the strategy also records the assumptions on which safety depends - that this fire door is kept shut, that this route is kept clear, that this occupancy does not change, that this system is maintained. Those assumptions are where real buildings fail years after they open, so naming them is part of the design, not an afterthought. A fire strategy, then, is less a set of products than a reasoned argument: given this building and these people, here is how everyone gets out alive, and here is what must stay true for that to hold.
Leading it from the first sketch
Because the life-saving moves are spatial, the strategy must be led from the first sketch, in parallel with the architectural concept - not reverse-engineered from a finished plan. Take a simple worked example. You are sketching a four-storey building. The checklist designer lays out the most attractive plan first, then later asks a consultant to 'make it compliant' - and discovers that the single central stair leaves some rooms too far from an exit, that there is no genuinely independent second escape route, and that a protected lobby now has to be carved out of finished space. The fixes are expensive, ugly, or simply impossible without redrawing the scheme.
The strategic designer asks different questions from the very first sketch: how does every part of this building reach safety by two independent routes, and how do I keep those routes free of smoke? The exits and stairs are placed as generators of the plan, the compartment lines are drawn early, fire-service access is considered at the site scale, and the architecture and the life-safety strategy grow up together. The result is almost always better architecture as well as safer - because constraints met early become part of the idea, while constraints met late become damage.
This is exactly why the fire strategy belongs to the architect, not only to a fire consultant. It is set by decisions that are inherently architectural - massing, circulation, the position of cores and stairs, how the plan is zoned - and once those are fixed, a consultant can only patch a strategy the architecture has already made good or bad. The right model is continuous: the designer leads and owns the strategy from concept, develops it through the design, engages the AHJ, and - on any significant, tall, complex or unusual building - brings in a fire engineer early, while the plan can still respond, rather than as a late compliance check. The earlier the strategy is in the room, the cheaper, cleaner and safer the building.
Place exits, stairs and compartment lines at concept - as generators of the plan. Brought in late, the strategy can only patch what the architecture already decided.
The strategy on paper, and the people who build it
On all but the smallest buildings the strategy is eventually written down as a fire strategy document (with marked-up drawings), and it is worth knowing what that is even before Module 7.3 treats it in full. It is the reference that states, for this building: the occupancy and assumed occupant numbers; the means of escape and how they meet the principles; the compartmentation and fire-resistance scheme; the detection, alarm and suppression systems; the smoke-control approach; fire-service access and water; and the management assumptions on which all of it depends. On plans it shows escape routes, exits, compartment lines and system zones. It is the thing that lets the AHJ, the other consultants, the contractor and, later, the building manager all see the one coherent intent and check their work against it. A strategy that lives only in the architect's head is not a strategy anyone else can keep true.
A fire strategy is also, unavoidably, a collaboration. The architect leads and owns it, but it is shaped with the services engineers (who provide the active systems and smoke control), the structural engineer (whose structure must survive long enough - Module 4.4), the interior designer (whose finishes and fit-out must not quietly undermine it - Module 6), the fire service as AHJ, and, where the building's complexity demands, a fire engineer who can model and prove performance. Each holds a piece; the strategy is where the pieces are made to agree.
And leading it well includes knowing the limits of your own competence - recognising when a building's fire problem has outgrown prescriptive rules and architectural judgement and needs specialist engineering, and saying so. That is not a failure; it is professionalism, and Module 10.2 is devoted to it. So the closing instinct of this whole opening module is a single sentence to carry into everything that follows: fire safety is a strategy you lead from the first line you draw, not a kit you install at the end - because by the end, the decisions that save lives have already been made, or missed.

Workshop — write a one-page fire strategy
The capstone of this module: turn the mindset into a real artefact. Take a small, simple building - a two-storey coaching centre, a small office, a clinic, or your own home scaled up - and write the one-page fire strategy for it. Principles only; frame any figure as 'typical - verify with the code/AHJ'.
None required - a plan sketch, pen and notebook. Treat every figure as typical guidance to verify against the current code and the AHJ; this is a learning exercise, not an approval document.

- 2GET THEM OUT: on a plan sketch, mark the exits and escape routes. Check every part has a way out - ideally two independent ones - and note the worst-case travel distance (as a principle; verify the limit against the code/AHJ).
- 3CONTAIN + KEEP SMOKE OUT: draw the compartment lines and show how the escape stairs/routes are kept separate from the rooms and free of smoke.
- 4DETECT + FIGHT: note the detection/alarm and any suppression or firefighting provision, and how the fire service reaches and supplies the building.
- 5ASSUMPTIONS: list what must stay true for the strategy to hold (doors kept shut, routes kept clear, occupancy unchanged, systems maintained).

The fire strategy is yours to lead and own, from concept to sign-off - not a consultant's appendix. It is set by the architectural moves you make first: massing, circulation, the position of cores and stairs, how the plan is zoned, fire-service access. Draw exits and compartment lines as generators of the plan, balance the strategy's elements to suit the building, record the assumptions safety depends on, and bring the fire engineer in early on anything unusual. You carry the liability - reason to own it, not delegate it.
Your fit-out lives inside someone's fire strategy - your job is to strengthen it, never break it. A partition can block a second escape route; a feature wall can bridge a compartment line; finishes can add fuel and toxic smoke to the route people must use. Before you design, read the building's fire strategy and marked-up plans: learn where the escape routes, compartment lines and rated elements are, and keep clear of them. A beautiful space that undermines the strategy is a dangerous one.
Make the strategy questions a habit now, on every studio project. Before you fall in love with a plan, ask: how does everyone get out, by two independent routes; where are the compartment lines; how do I keep smoke out of the stairs? Try writing a one-line fire strategy for each design - the story of how it keeps its people alive. Done early, while it is still cheap to move a stair, this builds the instinct that separates protecting life from decorating a compliant shell.
