Designing the Fire Strategy

The hook

A pile of fire measures is not a fire strategy. The strategy is the single, coherent story of how this building keeps its people alive in a fire.

By now you have a toolkit: means of escape, compartmentation and fire resistance, detection and alarm, sprinklers and suppression, smoke control, reaction-to-fire of finishes, site access and water. But a toolkit is not a design. A building can carry every measure on the list and still fail, because the measures were chosen in isolation and never made to work together - a protected stair that discharges into an unprotected lobby, a sprinkler system assumed by a smoke design that was never coordinated with it, a phased evacuation no alarm zoning supports.

The fire strategy is what turns the toolkit into a design. It is the one coherent, building-specific account of how this particular building wins the race between the fire's clock and the people's - written down, drawn out, agreed with the authority and the fire engineer, and owned from the first sketch to handover. This lesson is about composing it.

Compose the whole story: escape + contain + detect/suppress + access/water, each supporting the rest. Write the assumptions down. Own it sketch-to-handover.

From a pile of measures to a coherent strategy

The defining word is coherent. A fire strategy is not a checklist of systems present in the building; it is a reasoned argument that, taken together, these decisions keep the occupants alive for long enough to escape and let the fire service act. Every measure depends on the others, and the strategy is where those dependencies are made explicit and tested.

Think of it as answering, for this specific building, the three jobs from the very first lesson and binding them together. Escape: how does every occupant, including those who cannot move fast, reach a place of safety - the travel distances, the number and width of exits, the protected stairs, the refuges - and does the plan actually deliver it from the worst-placed person? Containment: how is the building divided into compartments, what fire resistance holds them, and does compartmentation support the escape plan rather than cut across it? Detection and suppression: how is the fire found early and slowed - the alarm and its zoning, the sprinklers, the smoke control - and do these match the escape strategy they are supposed to enable? And around all of it: access and water for the fire service, from Lessons 7.1 and 7.2.

The strategy is where you catch the incoherences that kill. A phased evacuation is meaningless unless the alarm can sound selected zones. A smoke-control design that assumes the sprinklers control the fire size is dangerous if the sprinkler design never knew that assumption. A compartment line drawn to contain a fire is worthless if a later service penetration is left unsealed through it. None of these failures shows up while you look at each system alone; they appear only when you assemble the whole story and check that each part supports the rest. That assembly - and that checking - is the fire strategy.

There is a useful test for coherence: for every measure in the building, ask what it assumes about the others, and whether that assumption is actually delivered. The protected stair assumes it discharges to a place of safety, not back into the fire; the sprinkler assumes a water supply that the site plan actually reserved; the smoke-control fans assume a make-up air path and a fire size the suppression design agreed; the travel distances assume the exits stay unlocked and unobstructed in use. Walk that chain and the incoherences surface while they are still cheap to fix - on paper, not in a fire. A strategy is coherent when every such assumption is met by some other part of the design, and every part knows what is being assumed of it.

What the fire strategy sets out

A fire strategy exists as both a document and a drawing, and together they record the decisions and make them checkable. The document typically sets out, for the building in question: the occupancy classification and the occupant load it is designed for; the means of escape - travel distances, exits, stair and corridor protection, refuges and accessible egress; the compartmentation and fire-resistance scheme; the detection, alarm and suppression systems and how they are zoned; the smoke-control approach; the site access and firefighting water; and the management and maintenance the strategy relies on to stay true over the building's life.

The fire strategy drawing makes this spatial and legible: floor plans colour-coded for compartment lines and fire-resistance ratings, escape routes and travel distances, protected stairs and refuges, exit locations and widths, riser and hydrant positions, fire-service access and the firefighting shaft. A good fire strategy drawing lets a reviewer - the AHJ, the fire engineer, a future designer doing a refurbishment - see the whole life-safety logic of the building at a glance, and see immediately if a proposed change would break it.

The most important and most neglected part is the assumptions register: the explicit list of what the strategy depends on being true. That the sprinklers are installed and maintained. That the fire doors are kept shut and self-closing. That the occupant load will not exceed the design figure. That the finishes on escape routes meet their reaction-to-fire class. That the access road stays clear. Fires recur precisely where an unstated assumption quietly failed - a wedged-open fire door, an overcrowded hall, a storeroom on a protected route. Writing the assumptions down turns them from invisible hopes into stated conditions that can be checked, handed over, and maintained. A strategy whose assumptions are buried is a strategy that will be unknowingly defeated.

The strategy as a living design tool - and the basis of approval

A fire strategy written once, late, to get a signature is close to useless. Its value is as a living design tool that starts at the first sketch and evolves with the scheme. Early, it is a one-page statement of intent: this occupancy, this escape approach, this containment logic, simultaneous or phased evacuation, these site facilities. As the design develops it gains detail and coordinates the disciplines - it tells the services engineer the alarm zoning the evacuation needs, tells the facade designer the separation and external-spread constraints, tells the structural engineer the fire-resistance periods, tells the interior designer which elements are rated and which routes must stay clear. The strategy is the shared reference that keeps every discipline's fire decisions consistent with one story.

It is also the basis of approval. In India the fire strategy underpins the scrutiny that leads to the fire NOC; elsewhere it is the fire-safety design the building-control or fire authority assesses. For any building beyond the routine, or wherever a performance-based approach departs from the simple code tables, the strategy is where that reasoning is set out and agreed with the authority - which is why it must be developed with the fire engineer and shared with the fire service early, not sprung on them at the end. A strategy the authority helped shape is far likelier to be approved than one presented as a fait accompli.

And the strategy does not stop at handover. It is the reference for operating and maintaining the building safely, and the document a future refurbishment must read before touching anything - so that the next designer knows which wall is a compartment line, which door must self-close, which assumption must hold. A fire strategy is a live thread from the first sketch through the building's whole life, not a one-time compliance artefact.

Writing it honestly - assumptions, limits and the fire engineer

A fire strategy is only as good as it is honest, and honesty here has a specific meaning: state what the strategy depends on, state who verifies what, and state the limits of your own competence. The assumptions register is the first act of honesty. The second is recording, clearly, which decisions rest on code tables, which rest on a fire engineer's calculation or modelling, and which are still open questions to be resolved before construction. A strategy that blurs these - presenting an assumed number as a verified one, or the architect's judgement as an engineer's calculation - is a trap for everyone who relies on it later.

The third act of honesty is knowing when the strategy exceeds what an architect should author alone. You can and must lead the life-safety logic - the escape, the containment, the spatial strategy - from the first sketch. But a fire strategy for a tall, large, complex or unusual building, or any strategy that leaves the simple code tables for a performance-based, engineered solution, must be developed and verified by a qualified fire engineer, and agreed with the authority having jurisdiction. Lesson 10.2 is devoted to recognising that boundary; for now, treat the fire strategy as the place where you make the hand-off explicit rather than quietly carrying an engineering problem past your competence.

Every figure the strategy cites - travel distances, fire-resistance periods, sprinkler densities, separation, access, water - is guidance to verify against the current NBC 2016 Part 4 (or the governing code), the AHJ, and the fire engineer. Treat the strategy and its assumptions register as binding: do not breach a compartment line, block a route, defeat a self-closing door, or specify a finish below its required class. When a design move touches any of these, flag it to the strategy's author rather than deciding alone.

If the building has all the required fire measures - exits, alarms, sprinklers, fire doors, risers - then it is fire-safe. The strategy is just the paperwork that lists them for approval.

A building can carry every required measure and still fail, because safety lives in how the measures work together, not in their mere presence. A protected stair that discharges into an unprotected lobby, a phased evacuation with no alarm zoning to support it, a smoke design that assumes sprinkler control the sprinkler design never knew about, a compartment line breached by an unsealed penetration - each is a fatal incoherence invisible when you inspect systems one at a time. The fire strategy is exactly the coherence: the reasoned, building-specific argument that these decisions, together, keep people alive - plus the assumptions register that records what it all depends on. It is the design, not the paperwork.
