Retrofit & Reasonable Accommodation
Most of the buildings people struggle with already exist - so a huge part of inclusive design is the craft of improving what is already there, honestly and within real constraints
You can rarely knock down the building and start again. So the real skill is making the one that already exists work better - honestly, and within its limits.
Most inclusive design does not happen on a blank site. It happens in a building that is already there - too old, too tight, too listed, too under-funded to be perfect - where the accessible route is not a line you draw but a puzzle you solve. Retrofit is harder than new design, and more interesting, because you almost never get the textbook answer. You get the best available one.
That is not a consolation prize. A regraded entrance, a discreet platform lift, a re-hung door, a relocated counter, a genuinely equal alternative way in - these change what real people can do, this year, in the building they actually use. This lesson is about doing that well: the order of preference for fixing a barrier, the legal idea of reasonable adjustment that shapes what owners must do, and the craft of retrofitting creatively when heritage, structure and budget all say no.
Remove > alter > equivalent > manage. Reasonable is a floor, not a ceiling.
Why retrofit is most of the work
Almost every building that will exist in India in 2050 has already been built. New construction is a small fraction of the stock at any moment, and it is the existing stock - the older office, the family home, the neighbourhood clinic, the heritage college - where most people meet most barriers. So while designing access into new work from the first sketch is the ideal this course keeps returning to, the honest truth is that a great deal of inclusive design is retrofit: the craft of making an existing, imperfect building work better for more people.
Retrofit is harder than new design, and more interesting. In a new building the accessible route is a line you draw; in an existing one it is a puzzle you solve, hemmed in by structure you cannot move, floor levels that do not line up, a heritage facade you may not touch, tenants you cannot displace and a budget that is always too small. You rarely get the textbook answer. The skill is to get the best available answer - to improve real usability meaningfully, even when you cannot reach the ideal.
That reframing matters, because retrofit invites two failure modes. The first is paralysis: 'we can never make this fully compliant, so we will do nothing.' The second is the token gesture: a single ramp to a side door, a grab rail screwed on at random, an 'accessible' toilet that no wheelchair actually fits in - box-ticking that looks like access without delivering it. Between them lies the real work: honest, prioritised, incremental improvement that genuinely changes what people can do, guided by the audit from the last lesson and by the hierarchy and the legal test in this one.
Keep the spine in view. Even in the messiest existing building, each barrier is still a design decision - sometimes one made a century ago - and most can be re-made, if not perfectly then better. Retrofit is that re-making, done with judgement and respect for what is already there.
The retrofit hierarchy: remove, alter, provide an equivalent, manage
When you face a barrier in an existing building, there is a clear order of preference for how to deal with it - a retrofit hierarchy worth carrying in your head. Work down it, and only drop to the next rung when the one above is genuinely impossible.
1. Remove the barrier. The best fix makes the barrier disappear so everyone uses the same route the same way. Replace the stepped entrance with a regraded level approach; widen the door; take out the redundant threshold strip. Removal is best because it is equitable - nobody is sent round the back - and it usually helps everyone, not only disabled people.
2. Alter it. If you cannot remove it, change it so it works. Add a ramp or a platform lift to the level change; re-hang the door to open the other way or fit a power operator; lower a section of the reception counter; swap the sanitaryware and reposition the grab rails in the existing WC. Alteration keeps people on more or less the same route with a modest intervention.
3. Provide an equivalent. If the specific feature cannot be made accessible, provide an equally good alternative way to get the same service. A first-floor counter reachable only by stairs might be matched by a fully serviced ground-floor position; a stepped stage by a portable ramp brought out on request; an inaccessible historic entrance by a genuinely equal, well-signed alternative entrance. The test is equivalence: same service, same dignity, same welcome - not a worse, hidden, ask-for-the-key version.
4. Manage it. The rung of last resort is a management solution: staff assistance, a portable ramp deployed on request, a service delivered in an accessible room, a member of staff who comes down to you. Management can be a legitimate stopgap and is sometimes the only option in a protected structure - but it depends on people, training and goodwill, it fails when the trained person is off sick, and it often costs the user their independence and dignity. Treat it as temporary scaffolding while you plan a real fix, never as the destination.

Remove is best. Alter next. Equivalent if you must. Manage only as a stopgap.
Reasonable adjustment: the legal and design idea
Running alongside the design hierarchy is a legal idea you must understand, because it shapes what owners are actually obliged to do: reasonable adjustment (also called reasonable accommodation). Anti-discrimination law in many jurisdictions - India's RPwD Act 2016, the UK Equality Act, the Americans with Disabilities Act, and the UN Convention that underpins them - places a duty on those who provide buildings, services and jobs to make reasonable changes so that disabled people are not put at a substantial disadvantage.
Two words carry the weight. Adjustment means you may have to change something - a physical feature, a policy, the way a service is delivered, the provision of an aid. It is an active, anticipatory duty, not merely a promise not to discriminate: in many regimes you are expected to think ahead about likely disabled users rather than wait for a specific person to be excluded and complain. Reasonable means the duty is not infinite. What is reasonable is judged case by case, weighing things like the benefit to disabled people, the cost and practicality of the change, the resources of the organisation, the disruption caused, and any heritage or structural limits. A national chain and a tiny charity are not held to the same spend; removing a barrier that helps many for a small sum is very likely reasonable, while an astronomically expensive change of marginal benefit may not be.
For a designer, this legal test maps neatly onto the retrofit hierarchy. 'Have you removed or altered the barrier where you reasonably can, and provided a genuinely equivalent alternative where you cannot?' is essentially the question a court or regulator asks. Documenting your reasoning - what you considered, why you chose a given rung, what you deferred and why - is itself part of discharging the duty, and it is exactly what an access statement (next lesson) records.
Two cautions. First, 'reasonable' is a legal judgement that turns on current law and facts, so explain the principle to clients but defer the binding call to a qualified access consultant and, where stakes are high, a lawyer. Second, reasonableness is a floor, not a ceiling: it is the minimum the law will accept, and this course is about designing well past it toward genuine inclusion.
Creative retrofit within constraints
The objection you will hear most is 'we cannot make this building accessible' - usually about a heritage structure, a tight urban site, or a shoestring budget. Sometimes a specific ideal really is unreachable. Far more often, the constraint is an invitation to design harder, and the best retrofit work is precisely this: creative problem-solving within real limits.
Take heritage. A protected facade or a listed stone stair feels like a dead end, but inclusive retrofit of historic buildings is a mature discipline. The moves are well known: form a discreet level or ramped approach at a secondary but genuinely equal entrance; slip a glass or sympathetically detailed platform lift into a courtyard or rear addition rather than butchering the front; use a reversible, clearly-modern intervention that reads as 'of our time' and can be removed, which conservation bodies often prefer to a fake-historic pastiche. The conservation principle of minimal, legible, reversible intervention and the access principle of equal, dignified entry can usually be reconciled with care - and the result often becomes a celebrated part of the building's story rather than an apology.
Take structure and levels. Where floors do not align and there is no lift shaft, a through-floor or platform lift, a short internal ramp, or a rearrangement of which functions sit on which level can transform usability without touching the frame. Sometimes the cleverest move is programmatic: relocate the busy public functions to the reachable ground floor and put the back-office upstairs, so the people who need access get it.
Take budget. A phased plan turns an unaffordable total into a fundable sequence: quick wins now, larger moves folded into the next refurbishment when the scaffolding and the capital are there anyway. Costed, phased and tied to the maintenance cycle, 'we cannot afford it' becomes 'here is the order in which we will do it.'
The mindset throughout is generous and non-alarmist. You are not demanding that an owner demolish a treasured building or spend without limit; you are helping them find the best available way to welcome more people, honouring both the building and its users. Retrofit at its best is not compromise - it is design ingenuity aimed at inclusion.

- 2Write the ideal, unconstrained fix first, then list the real constraints that block it (structure, conservation, budget, tenants, space).
- 3Now work down the hierarchy: how could you REMOVE the barrier? If impossible, how would you ALTER it? If that fails, what genuinely EQUIVALENT alternative could you provide? What MANAGED fallback would bridge the gap meanwhile?
- 4For each option note the rough cost band, the disruption, and - crucially - whether it preserves the user's dignity and independence or quietly downgrades them.
- 5Recommend a phased plan: what you would do now (quick win), what you would fold into the next refurbishment, and what stays a managed solution until then.

Own the high-rung, high-effort retrofit moves - the regraded entrance, the inserted lift, the reworked levels - because they are fabric and planning decisions, and cheapest folded into planned capital works. Reach for removal and alteration before equivalence, sequence fixes along the accessible route, and treat heritage and structure as design problems to solve creatively rather than reasons to do nothing. A discreet, reversible, clearly-modern intervention often honours both the old building and its users.
A great deal of retrofit is squarely yours - the altered fittings, relocated grab rails, lowered counters, better contrast and lighting that make an existing room usable. These are often quick wins deliverable within a maintenance budget, and they sit high on the hierarchy because they genuinely alter the barrier rather than managing around it. When a fixed feature truly cannot change, design a dignified, equal alternative - never a worse, hidden, ask-for-the-key version.
Train yourself to see the best available answer, not just the ideal one. Take a building you cannot change - your college, a heritage site - and design three levels of fix for its worst barrier: the full removal, a lighter alteration, and a managed fallback. Learning to move down the hierarchy honestly, and to spot the creative retrofit within a real constraint, is a skill the textbook-perfect blank site never teaches you.
