The hook

A perfectly accessible building on an inaccessible street helps no one who cannot reach the door.

We can design an exemplary building - level entrance, generous lifts, a Changing Places toilet - and still exclude people entirely, because the accessible route does not begin at the front door. It begins at the bus stop, the car, the corner; it runs along a footway, crosses a road, negotiates a kerb, dodges a parked scooter and an A-board, and only then reaches the building we were so proud of. If any link in that outdoor chain breaks, the building might as well have a step. Access is a continuous journey, and most of it happens in the public realm.

The public realm - streets, footways, crossings, squares, parks, waterfronts - is also the part of the environment most shared and least owned by any one designer, which is precisely why it is so often neglected. It is nobody's building, so it becomes nobody's responsibility, and the result is the cluttered, broken, improvised footpath familiar in cities everywhere, India very much included. This lesson takes the accessible route outdoors: the clear, level, legible path as first principle; kerbs and crossings; the war on clutter; and parks, seating and play that welcome the whole spectrum of ability. The realm beyond the building line belongs to everyone, and designing it that way is a civic duty.

The realm beyond the building line

In Module 1 you met the accessible route - the continuous, unobstructed path from boundary to every function, the chain that breaks if one link fails. Outdoors, that chain simply keeps going, backwards from the front door to wherever the journey actually starts. The mistake is to imagine our responsibility ends at the property line. For the person making the journey, there is no property line; there is only whether they can get from the bus to the meeting, from the car to the clinic, from home to the park.

The public realm has a character that makes access both harder and more important. It is shared - by pedestrians, wheelchair and mobility-scooter users, blind people with canes or guide dogs, older people, children, cyclists, street vendors, delivery workers - so a good outdoor design has to reconcile many bodies and speeds at once. It is exposed - to weather, wear, roots, subsidence and the slow entropy that turns a smooth path into a trip hazard. And it is contested - every square metre is wanted for parking, planting, seating, signage, services and trade, and the pedestrian route is usually the first thing sacrificed. Designing the accessible public realm is therefore partly a design task and partly an act of protecting the pedestrian's share against everything that would eat it.

The organising idea is the same one that runs through the whole course: a clear, level, legible, continuous path, designed for the range of people who use it, protected from the things that would break it. Everything in this lesson - widths, gradients, kerbs, crossings, clutter, seating - is an application of that one idea to the world outside the door. And as always, the specific dimensions are typical guidance to confirm locally: India's RPwD Harmonised Guidelines address the public realm, and cities increasingly have their own street-design and urban-mobility standards, which govern the binding figures.

Footways, crossings and the kerb

The footway is the spine of the outdoor route, and three properties decide whether it works. Width: a footway must be wide enough for a wheelchair user and another person to pass, and wide enough to keep a clear walking zone once furniture, planting and frontage activity have taken their share. A commonly cited minimum clear width is around 1200 mm, with about 1800 mm needed for two wheelchairs or a wheelchair and a pram to pass comfortably, and regular passing places where a path is narrower - but these are typical figures to verify against your local street-design standard, and wider is almost always better in a busy realm. Surface: firm, stable, slip-resistant and even - the enemy is the small, cumulative defect (the lifted slab, the wide joint, the loose gravel, the tactile-paving edge left proud) that catches a small front wheel or a cane tip. Longitudinal gradient and cross-fall: the path should be as gentle as the ground allows, with steeper sections treated as ramps; and the cross-fall (the sideways slope that sheds rainwater) must be kept shallow, because a cross-fall that is comfortable for drainage can quietly drag a wheelchair sideways and exhaust the person steering it. A common guide keeps cross-fall to around 1:50 (2 percent) or less; verify locally.

Then the kerb - the small vertical step where footway meets carriageway that, uncut, is an absolute barrier to a wheeled user and a hazard to a stumbling one. The dropped kerb (the curb cut from Lesson 0.1) is the fix, and it must be done properly: flush or near-flush with the road, aligned with the desire line and the crossing, wide enough, and not so steeply ramped that it tips a chair. But a flush kerb removes the very edge a blind person uses to know where the footway ends and the traffic begins - which is why the dropped kerb is paired with tactile paving: a standardised, felt-underfoot warning surface (typically a blister pattern at crossings) that says stop, the road is here. This is the crucial partnership of the outdoor realm: what you remove for the wheelchair user (the kerb) you must replace for the blind user (a tactile cue), so that a fix for one group is never a new barrier for another. Controlled crossings add further layers - audible and tactile signals, enough crossing time set for slower walkers, and a central refuge on wide roads - each of which, again, follows local standards you should confirm.

At a crossing, the kerb is dropped flush so a wheelchair can cross - but a flush kerb removes the edge a blind person uses to sense the road. So the dropped kerb is paired with tactile paving (a blister warning surface) that says, underfoot, stop - the road is here. What you remove for one group, you must replace for another. Patterns and dimensions follow local standards.

Clutter, obstacles and the clear zone

If width, surface and kerbs are the designed footway, clutter is what happens to it afterwards - and in most real streets clutter, not geometry, is the thing that actually stops people. The beautifully specified 1800 mm footway becomes a 600 mm slalom once you add the signpost, the bin, the electrical cabinet, the bollard, the cafe's A-board, the parked two-wheeler, the vendor's cart, the pile of building sand and the low branch at head height. For a blind person, an unexpected obstacle at chest or head height that a cane cannot detect is not just inconvenient; it is dangerous.

The design response is the discipline of the clear zone (or accessibility zone): a continuous, protected strip of the footway - level, unobstructed, of a defined minimum width - through which the pedestrian route always runs, with everything else organised into a separate furniture zone and frontage zone to either side. Street furniture, planting, signage, seating, lighting columns and utility boxes go in the furniture zone, aligned in a consistent line so a cane user can learn and follow the edge; shopfront activity and A-boards belong to the frontage zone against the buildings; the clear zone in between stays clear. Where objects must sit near the route, they should contrast visually with their surroundings and be cane-detectable to the ground (a rail or kerb beneath a suspended sign, not a hazard floating at knee or head height). Good outdoor lighting belongs here too - even, glare-free illumination so the route is legible and safe after dark for people with low vision and for everyone's confidence.

One fashionable idea deserves a careful, honest word: the shared surface or level street, which removes the kerb and the distinction between footway and carriageway to create a single, decluttered plane shared by pedestrians and slow traffic. It can produce beautiful, calm streets - but for blind and partially sighted people it can remove the single most important cue they rely on: the kerb that separates safe from unsafe. Many disabled people's organisations have opposed shared surfaces for exactly this reason. If a scheme goes this way, it must provide a strong, continuous alternative demarcation - a tactile and visual delineator strip, a clear comfort zone away from traffic - so that removing the kerb does not quietly re-disable the very people the wider realm is meant to serve. When in doubt, prioritise the tested cue over the fashionable plane.

Parks, seating and inclusive play

Beyond streets lies the realm we go to on purpose - parks, gardens, plazas, waterfronts, playgrounds - and access here is not only about getting through but about being able to stay, rest and take part. A park you can enter but not enjoy is a thinner victory than it looks.

Rest is a form of access. Many people - older people, those with heart or lung conditions, people with chronic pain or fatigue, pregnant women - can walk, but only a certain distance before they must sit. So the reach of an outdoor space for them is set by the distance between places to rest. Providing seating at regular intervals along paths (a commonly cited comfortable interval is on the order of every 50 metres or so, verify locally), with a mix of seat heights, some with armrests to push up from and backrests to lean on, and space beside a bench for a wheelchair or pushchair so companions can sit together, quietly extends how far into a park a huge range of people can actually go. The same logic applies to shade, shelter and accessible toilets: without them, the usable park shrinks to the bit near the entrance.

Surfaces and routes outdoors ask for judgement. A nature reserve is not a shopping mall, and it is neither possible nor desirable to tarmac every woodland trail. But there should be at least a network of firm, stable, accessible routes to the main features - the lake, the viewpoint, the play area, the cafe, the toilet - so that the space is genuinely available, with honest information about which paths are accessible and how steep or long they are, so people can plan. Inclusive play is the part most often reduced to a token: one wheelchair-accessible piece of equipment in a corner. Real inclusive play means a playground a disabled child can move through and play within, alongside other children - accessible ground surfacing under and around equipment, ground-level and transfer-friendly items, sensory-rich play (sound, texture, water, movement) that serves many kinds of ability, and quiet edges for a child who needs to withdraw. The test is not whether a disabled child can technically enter, but whether they can play, together with everyone else. That, in miniature, is the whole ambition of the public realm: not merely to admit everyone, but to let everyone take part.

A park's real reach = the distance between benches. Rest is access. Play is for playing IN, together.

Take a route you use often - from a transport stop to a destination - and audit it as an outdoor accessible route, then do the same for one public open space.

A route and an open space you can walk, a tape measure or measuring app, a notebook or phone camera. Stay safe near traffic; measure crossings from the footway.

  1. 1Walk the street route and measure the CLEAR width that actually survives the clutter (not the drawn footway). Note every point it drops below what a wheelchair needs to pass.
  2. 2At each road crossing, check for a dropped kerb aligned with the desire line and for tactile paving. Note any dropped kerb without tactile paving, or tactile paving left proud or broken.
  3. 3List the clutter breaking the walking line - signs, bins, cabinets, A-boards, parked two-wheelers - and identify a clear zone / furniture zone that would fix it.
  4. 4In the park, walk from the entrance toward a main feature. Time or pace the distance between places to sit, and check for firm accessible routes, shade and an accessible toilet.
  5. 5At any play area, judge honestly: could a disabled child play WITHIN it alongside others, or only enter a corner? Propose the single highest-value fix for the whole route.

Design the whole journey, including the bit you do not own. Coordinate your building's accessible route with the footway, kerbs, crossings and drop-off beyond the boundary, and argue for fixing the outdoor links that would otherwise strand your accessible entrance. On masterplans and public-realm projects, set the clear zone as a protected, continuous spine, organise furniture and frontage zones around it, keep gradients and cross-falls gentle, and pair every dropped kerb with tactile paving. Treat the pedestrian's path as infrastructure worth defending against parking, planting and trade - because no one else will.

For the interior designerAccess in rooms, fittings & finishes

Your reach extends to the threshold, the forecourt and the outdoor rooms you specify. Entrance courts, terraces, rooftop gardens, courtyards and the furniture within them are yours: keep routes firm, level and glare-free; choose outdoor seating with armrests and backs and leave wheelchair space beside it; keep planters, bollards and signage out of the walking line and make them cane-detectable and contrasting. Ensure the transition from outdoor light to indoor light is handled so people with low vision are not briefly blinded at the door. The comfort of the outdoor room is specified, not accidental.

Learn to read a street as a disabled person would. On your next walk, find the clear width that survives the clutter, the dropped kerb that is missing or misaligned, the tactile paving that is absent or broken, the bench that is not there. Notice how a fix for one group can become a barrier for another - the flush shared surface that erases the blind person's kerb. Carry the instinct that the public realm is the accessible route too, and that rest, shelter and the chance to take part are as much a part of access as the path itself.

Misconception check

The public realm is the council's or the municipality's job - once my building's accessible route reaches the boundary, the rest is out of my hands.

The person making the journey does not experience a boundary - they experience one continuous route from where they started to where they are going. If your accessible entrance opens onto a stepped, cluttered, kerb-blocked footway, your building is effectively inaccessible to the people who cannot cross that gap, whoever technically owns the pavement. You may not control the whole realm, but you can design the transition well, coordinate with the highway authority, argue for the dropped kerb and the drop-off, and refuse to treat the boundary as the edge of responsibility. On public-realm projects it is directly your job. Access is a continuous chain; a designer who stops caring at the property line has left the chain broken exactly where it meets the world.
