Setting Circular Targets

A circularity aspiration that never becomes a number on the brief stays a mood; the art is to set honest, meaningful targets that actually drive reuse - and to refuse the vanity metrics that look impressive on a slide and change nothing on site

A circularity goal you cannot fail is not a target - it is decoration. The good ones can hurt.

By now you can measure circularity as an honest dashboard, tell it apart from carbon, and demand evidence for every claim. The last step in this module is the one that actually changes buildings: turning all that into targets - concrete goals written into the brief that a project is held to. Without them, circularity remains a warm intention that quietly evaporates the first time the budget tightens or the programme slips. With them, someone has to go and find the reused steel, keep the demountable detail, deconstruct rather than demolish. Targets are where measurement becomes management.

But targets are also where circularity is most often faked, because a target can be chosen to be met rather than to matter. It is trivially easy to set a goal that sounds ambitious and demands nothing - "100% recyclable," "maximise recycled content," "divert waste from landfill" - each of which can be hit by a completely linear building while a brochure calls it circular. These are vanity metrics: they aim at the number, not the outcome. This lesson is about the difference between a target that drives real reuse and one that merely decorates a report. A meaningful target is specific, honestly baselined, owned, verified, and binding - it can be missed, and missing it has a consequence. A vanity target cannot fail, which is exactly why it changes nothing. The binding numbers here are illustrative; the discipline is not.

Why targets, and why they must be able to fail

A target is how an aspiration becomes an obligation. Everything earlier in this module - dashboards, lenses, verification - is diagnostic; it tells you where a project stands. A target is prescriptive: it says where the project must get to, and it puts that on the brief where money and decisions are actually made. This matters because circularity is fragile under pressure. It is the thing most easily cut when the budget tightens, the programme slips, or an easier linear option appears - unless it has been written down as a goal the project is committed to. "We would like this to be circular" survives nothing; "at least a fifth of the structural mass, by weight, reused, verified by audit" survives a value-engineering meeting, because now dropping it is a visible failure against a stated commitment, not a quiet convenience.

The deep principle - the whole reason this lesson exists - is that a target that cannot be missed is not a target. If a goal is set so that any plausible building meets it, it exerts no force; it is decoration dressed as ambition. Real targets have teeth precisely because they can hurt: they are pitched beyond business-as-usual, so meeting them requires genuine effort and design change, and missing them is a real, visible outcome. This is uncomfortable, and the discomfort is the point. A client who wants a circularity target that is guaranteed to be met does not want circularity; they want the appearance of it. Part of the designer's job is to explain, kindly, that a painless target is a pointless one.

This connects straight to the module's spine: measure to manage, not to market. A managing target is chosen because hitting it would make the building genuinely more circular, and it is set at a level that forces that to happen. A marketing target is chosen because it will look good and be safely achieved, and it is set at a level that requires nothing. The two can use the identical words - "our reuse target" - and mean opposite things, and the difference is entirely in whether the number bites. A useful gut-check when a target is proposed: ask what specific design decisions would have to change to meet it. If the honest answer is "none," you have a vanity metric, however impressive it sounds; if the answer is "we would have to reuse the frame, keep the details demountable, and deconstruct the old wing," you have a target worth setting.

Vanity metrics - the targets that look good and do nothing

Since the danger is so central, name the vanity metrics precisely, because they are seductive and everywhere. A vanity metric is a target that optimises the number rather than the outcome - one that can be hit without the building becoming meaningfully more circular. The archetype is "100% recyclable." It sounds total and virtuous, but "recyclable" is a property, not an outcome: a building can be theoretically recyclable and still be smashed into mixed rubble and downcycled, because nothing in the target commits anyone to actually recovering anything. It aims at a possibility no one is obliged to realise.

"Maximise recycled content" is another, and a subtler trap, because it sounds rigorous. But as this module has stressed, recycled content speaks only to inputs and is mostly downcycling; a target to maximise it can be met by a completely linear, unrecoverable building, and worse, it can actively pull design *away* from reuse (which often uses less "recycled content" than a recycled-aggregate-heavy build) toward the lower-value loop. A target that rewards downcycling over reuse is not just weak, it is counterproductive. "Divert X% of waste from landfill" is the most common site vanity metric: because "diverted" quietly includes downcycling and incineration, and because easy wins like clean soil and demolition arisings can pad the figure, a very high diversion number can be achieved with almost no genuine reuse. "Achieve certification level Y" can become a vanity target too, when the effort goes into collecting points rather than into circular outcomes the points are meant to proxy.

What unites all of these is that they aim at the metric instead of the thing the metric was supposed to represent - Goodhart's warning that a measure made a target ceases to be a good measure. The defence is to keep asking what outcome the target is meant to produce and whether this particular number actually forces it. "Recyclable" is meant to represent "will be recovered" - so target verified recovery, not recyclability. "Recycled content" is meant to represent "kept materials in use" - so target reused content, which represents it far better. "Waste diverted" is meant to represent "nothing wasted" - so target verified reuse within the diversion, not the raw diversion figure. In every case the fix is to move the target from the flattering proxy to the honest outcome, even though - especially though - the honest outcome is harder to hit.

The anatomy of a meaningful target

So what does a target that actually drives reuse look like? Five properties turn a slogan into a working target, and a target that misses any of them slides toward vanity.

First, specific - a real, defined metric with a number and a boundary, not an adjective. "Circular" is not a target; "at least 20% of structural mass reused, measured by weight against the total structural mass" is. The specificity is what makes it checkable and what stops it dissolving into good intentions. Second, honestly baselined - pinned to a truthful starting point, so the target represents real improvement rather than a figure business-as-usual already achieves. A reuse target below what the site's existing structure would give you for free is worse than none, because it licenses demolition. Third, owned - someone on the project is accountable for it, by name or role, because a target no one owns is a target no one delivers. Fourth, verified - measured with real evidence at the end, not self-declared, using the provenance and verification discipline of the previous lesson; an unverified target is an honour system that greenwash walks straight through. Fifth, binding - there is a genuine consequence if it is missed: the design is revisited, the decision is escalated, the claim cannot be made. A target with no consequence for failure is the definition of decoration.

Good circular targets also tend to be reuse-weighted and few. Reuse-weighted, because - following the whole module - a target on reused content or verified recovery drives the high-value loop, while targets on recycled content or raw diversion drift toward downcycling; if you set only one circular target, make it a reuse target. Few, because a brief with twenty circularity KPIs dilutes attention and invites cherry-picking the easy ones; a small number of meaningful, binding targets beats a long menu of soft ones. And targets should be matched to what actually matters on this project: on a project dominated by an existing structure, a structural-reuse target is the lever; on a fast-churn interior, a demountability-and-reuse target for the fit-out matters far more than anything about the (barely touched) structure. Set the target where the project's real circular opportunity - and its real risk of waste - actually lies. Throughout, treat every number as illustrative and context-dependent: the discipline of setting a specific, baselined, owned, verified, binding, reuse-weighted target is transferable; the particular percentage is not a specification.

Targets in practice - and the Indian frame

Setting targets well is as much about process and honesty as about numbers. Set them early, in the brief, when they can still shape fundamental decisions like whether to keep the existing structure - a reuse target introduced after the demolition contract is signed is theatre. Set them with the client's informed buy-in, having explained plainly that a meaningful target can be missed and that this is the point, so that when the pressure comes the commitment holds rather than quietly evaporating. And set them honestly about trade-offs: a real reuse target may cost more, take longer, or constrain the design, and pretending otherwise sets up the target to be abandoned the moment reality bites. A target defended by honesty survives; a target sold on a fantasy of painlessness does not.

Guard, too, against the failure modes. Beware the target set so low it rewards business-as-usual, the target so high and unbaselined it is quietly ignored as unrealistic, the forest of soft KPIs that lets everyone claim success while nothing changes, and above all the vanity metric that aims at the flattering proxy. The gut-check stays the same throughout: what design decisions must change to meet this, and what happens if we miss it? A target that answers both with something real is worth setting.

India gives target-setting a particular shape. Where an existing building or an abundant local reuse stock is in play - and in India's dense, reuse-rich context it very often is - reuse targets can be both ambitious and genuinely achievable, because the material is there and the informal supply chain to move it exists; the barrier is usually verification and formal acceptance, not availability. That argues for targets framed around verified reuse of locally recovered material, which simultaneously drives circularity and helps make the informal sector's contribution legible and valued rather than invisible. It also argues for humility about importing Northern target frameworks wholesale, many of which are built around recycled content and diversion - the very vanity-prone metrics this lesson warns against - rather than the reuse that India is, informally, already good at. Set reuse-first, honestly baselined, verified targets, matched to where the project's real circular opportunity lies; own the design intent and the honesty of the number; and defer, always, the binding decisions - whether a targeted reused element is structurally safe, whether it meets code, who carries the warranty and liability - to the qualified engineers, certified testing, the governing codes and the legal and insurance professionals.
