Circular Design in India
India is not a blank page waiting for a Northern circular model - it already runs one of the world's largest circular economies, informal and unrecognised, and the real task is to build on it, dignify it, and refuse to erase it
The West is trying to invent a circular economy. India already has one - it just does not get the credit, the recognition, or the dignity it is owed.
Walk through any Indian city and the circular economy is everywhere, if you know how to see it. The kabadiwala who buys your old newspapers, bottles and metal by weight. The waste picker sorting recyclables from mixed waste. The scrap market where steel, brick, timber and fittings from demolished buildings are traded and resold. The repair shops that keep appliances, furniture and vehicles alive for decades. The everyday jugaad that fixes, adapts and reuses rather than replaces. This is not a future to be built - it is a present, vast and functioning, that recovers and re-circulates enormous quantities of material every single day.
And yet the formal 'circular economy' discourse, imported largely from the wealthy North, tends to talk as if India were a blank page - as if circularity must be introduced through new platforms, standards and technologies, ignoring the millions of people already doing the work. This lesson corrects that. It treats India's existing informal circular economy as the central fact and the foundation to build on, not an embarrassment to modernise away. It raises the justice imperative - because this system runs on the underpaid, unrecognised and often hazardous labour of the poorest. And it sets out the distinctively Indian path for circular design: to formalise and dignify what already works, rather than erase it and start again with something shinier and, too often, worse.

India already runs a vast informal circular economy
The starting point for circular design in India is not a gap but an abundance - a circular economy so large and so embedded that many Indians participate in it daily without ever hearing the phrase. Its foundation is an extraordinary informal system. Waste pickers recover recyclable material from streets, bins and dumps. Kabadiwalas - the itinerant and shop-based scrap buyers - purchase paper, plastic, glass, metal and more from households by weight, feeding a layered network of aggregators and dealers. Scrap markets trade construction materials salvaged from demolition: steel reinforcement and sections, brick, stone, timber, doors, windows, sanitaryware and fittings, all sold on for reuse. A dense web of repair - cobblers, tailors, electronics and appliance menders, furniture restorers, vehicle mechanics - keeps products in use for years or decades beyond their first life.
Over and above all this sits jugaad: the deep cultural habit of frugal, improvised reuse and adaptation, of fixing and repurposing rather than discarding, born of necessity and sharpened into an everyday ingenuity. Where the wealthy North largely lost its reuse and repair culture to cheap new goods and a throwaway mindset, India retained one - not by policy but by economics and habit - and it makes India, in real material terms, far more circular than many far richer countries that now hold conferences about becoming so.
This matters enormously for circular design, and in two directions. First, it means the designer in India is working within a living reuse ecosystem, not building one from scratch: reclaimed materials genuinely circulate, salvage genuinely has a market, repair genuinely happens. Sourcing reclaimed brick or steel, finding a second life for fittings, or expecting materials to be recovered rather than binned are all more realistic in India than in much of the world, because the infrastructure of people and markets already exists. Second, it means any serious account of circularity in India that begins 'we must create a circular economy' is simply wrong, and betrays a failure to look. The circular economy is here. The honest questions are how good it is, how just it is, and how the formal design and construction world should relate to it - which is where both the opportunity and the difficulty lie.

The justice imperative - who carries the loop, and at what cost
The informal circular economy is real and valuable, but it must never be romanticised, because it runs on the labour of the poorest and most vulnerable, under conditions no one would choose. This is the justice imperative at the heart of circular design in India, and it cannot be an afterthought. The waste pickers, sorters, scrap workers and recyclers who keep the loop turning are overwhelmingly poor, frequently from marginalised communities, and often work without recognition, security, fair pay or protection. They handle hazardous material without safety equipment, face health risks and social stigma, earn precarious incomes at the bottom of the value chain, and are largely invisible to the formal economy whose waste they process. The circularity the North admires is, in India, substantially subsidised by their unrewarded effort.
Any circular-design agenda that ignores this - that celebrates India's material circularity while stepping over the people who produce it - is not just incomplete but complicit. A just circular economy is not only about keeping materials in loops; it is about who does the work of the loop, and whether they are recognised, protected and fairly paid for it. The recovery of a beam or a tonne of brick is never only a material transaction - it is human labour, and the justice question asks whether that labour is dignified or exploited.
For the designer, this reframes what 'circular' has to mean. It is not enough to source reclaimed materials cheaply because informal workers recovered them for almost nothing; the ethics of the supply chain are part of the circularity. It means preferring, supporting and helping to build routes that recognise and fairly reward the people who recover materials - waste-picker cooperatives, dignified salvage enterprises, integration rather than displacement. It means understanding that the vulnerability of these workers is not incidental but structural, and that a circular economy worth the name improves their lives rather than merely exploiting their output. The people in the loop are not a detail of the circular economy. They are its foundation, and its conscience.
The distinctively Indian path: formalise and dignify, do not erase
Given a working but unjust informal system, there are broadly two directions India could take, and the difference between them is the whole argument of this lesson. The first is to erase and replace - to import a Northern formal circular model wholesale, build shiny platforms and enterprises, and treat the informal sector as a backward inefficiency to be swept aside and modernised out of existence. This path is seductive because it looks like progress and photographs well, but it is usually a disaster: it destroys livelihoods, breaks a system that actually works, and frequently delivers worse material outcomes than the informal network it replaced - all while claiming the credit for 'creating' circularity that already existed.
The second, better path is to formalise and dignify - to build on the circular economy India already has rather than demolishing it. This means recognising informal workers rather than displacing them: integrating waste pickers and kabadiwalas into formal systems on fair terms, supporting cooperatives, providing safety, security and better pay, and formalising the trade in reclaimed materials in ways that keep its existing participants in the loop. It means connecting the informal reuse network to modern construction - so that the salvage market and the architect's specification meet, and reclaimed materials flow into serious buildings with the records and confidence the formal world needs - without cutting out the people who make salvage possible. It means adding what the informal system genuinely lacks (safety, records, quality assurance, market access, dignity) while preserving what it does superbly (recovery, reuse, repair, reach).
This is the distinctively Indian path for circular design, and it is more demanding and more valuable than copying anyone. It refuses both the romantic error (leaving an unjust system unchanged because it is 'already circular') and the modernising error (destroying a working system to look progressive). For the designer, it points to concrete choices: source reclaimed materials through routes that recognise and reward informal workers; support and specify from dignified salvage and reuse enterprises; document reclaimed materials in inventories and passports so the informal supply gains the formal legitimacy it is denied; and, in one's own work and advocacy, insist that formalising circularity in India must lift its existing workers, not evict them. Build on the foundation. Dignify the people. Do not erase what already works.
Two paths: ERASE (import a Northern model, bulldoze the informal sector, break what works) or FORMALISE & DIGNIFY (build on the loop, keep its people). Choose the second.
The real barriers - and the Indian design opportunity
The Indian path is not without hard obstacles, and honesty requires naming them alongside the opportunity. Formal construction in India is industrialising fast toward the linear, high-waste, virgin-material model of the wealthy North - a trajectory that treats the informal circular economy as marginal and races to replace hand-built reuse with resource-hungry new construction, exactly as the aspirational market grows. The formal circular infrastructure that could support serious reuse - certified reclaimed materials, reverse-logistics markets, material passports, and codes that accept reused components - is nascent. Regulation and standards are largely written for new materials, leaving reuse in a grey zone. And the informal sector, for all its scale, is fragmented, variable in quality, and lacks the records and assurances that formal projects and their insurers demand.
These barriers are real, but they read differently in India than elsewhere, because the foundation to build on is so much stronger. Where a Northern designer trying to source reclaimed steel may find no market at all, an Indian designer works within a functioning salvage economy - the task is to formalise and connect it, not to conjure it. Where the North must rebuild a lost repair culture, India need only avoid destroying the one it has. The Indian design opportunity is therefore distinctive: to be the generation of architects and designers who marry the country's existing material circularity with the records, safety and confidence that let it enter serious modern buildings - and who do so in a way that dignifies rather than displaces the people already doing the work.
This is a genuinely different project from importing circularity, and a more hopeful one. It asks Indian designers to value what is local and already working, to resist the prestige of the linear-modern, and to route the binding parts correctly - because reusing salvaged materials safely in a formal building still requires structural engineers, testing and approval under the National Building Code of India and local regulations, whatever the informal market's confidence. The distinctively Indian path is to hold all of it at once: pride in an existing circular economy, honesty about its injustice, ambition to formalise and connect it, refusal to erase it, and discipline about deferring the safety and code decisions to those qualified to make them. Get that balance right and India could show the world not how to build a circular economy from nothing, but how to honour, dignify and elevate one it already has - which may be the more important lesson.

- 2Find the construction reuse: locate where reclaimed building materials are traded near you (a scrap or salvage market, a demolition site selling on) and note what is available - and at what apparent quality and consistency.
- 3See the people, honestly: observe respectfully who does the recovery work and under what conditions - and write down the justice questions it raises (recognition, safety, pay, security) without romanticising or looking away.
- 4Compare the two paths: for this local system, describe what 'erase and replace' would do to it versus what 'formalise and dignify' would look like - and which serves both the materials and the people better.
- 5Draw your design implication: name one way you, as a designer, could source from or support this system in a real project in a manner that recognises and rewards its workers - and flag clearly where safe reuse and code compliance would move to engineers and the authorities.

In India you design inside a living reuse economy - use it, and do not break it. Reclaimed structural and construction materials genuinely circulate through scrap markets and salvage yards, so reuse-first and reclaimed sourcing are more realistic here than in much of the world. Source through routes that recognise and fairly reward informal workers; connect the salvage market to serious construction by documenting reclaimed materials in inventories and passports so they gain formal legitimacy; and resist the industrialising pull toward linear, virgin-material building. Insist that formalising circularity lifts its existing workers rather than evicting them. Keep the binding results deferred: safely reusing salvaged structural materials in a formal building needs structural engineers, testing and approval under the National Building Code of India - the informal market's confidence is not certification.
India's salvage and repair economy is a gift to circular interiors. Reclaimed timber, doors, ironmongery, stone, furniture and fittings flow through salvage yards and scrap markets, and a deep repair culture keeps pieces alive - so reuse-rich, characterful, low-waste interiors are genuinely achievable and often distinctive. Source from dignified salvage and reuse enterprises, support the informal workers who make recovery possible rather than exploiting cheap recovered stock, and help formalise the supply by recording provenance. Preserve the reuse and repair habit rather than defaulting to disposable new fit-out. Route any fire, structural, acoustic or warranty question to the relevant specialist, and treat the justice of your supply chain - who recovered this, and were they fairly treated - as part of what makes the interior genuinely circular, not just its materials.
