The hook

Access is not a favour you grant. It is a right the law increasingly requires you to design in.

For a long time, accessibility in the built environment was treated as goodwill - something a generous client might pay for and a kind designer might suggest. That era is ending. Across the world, and firmly in India, access to buildings and public space is now framed in law as a matter of equality and dignity: a right that disabled people hold, and a duty that falls on those who design, build and run the environment. The ramp is no longer a favour; its absence is, increasingly, a failure to meet an obligation.

This lesson maps that legal and standards landscape so you can navigate it with confidence rather than fear. We start with the rights treaty that sits above it all, move to India's own framework and the global anchors most likely to shape a brief, and finish with the single most important skill: knowing which parts are enduring principle you can rely on, and which are binding, changeable specifics you must always verify in current local code and, on serious projects, with a qualified access consultant.

Access as a right, not a favour

The deepest shift of the last few decades is that accessibility has moved from charity to rights. The landmark is the UN Convention on the Rights of Persons with Disabilities (CRPD), adopted in 2006 and ratified by most of the world, including India. It does not treat disabled people as objects of care to be helped, but as holders of rights equal to everyone else - and it names accessibility explicitly. Its provisions on accessibility commit signatory states to enabling disabled people to live independently and participate fully, by identifying and removing barriers in buildings, roads, transport, information and public services.

Why does an international treaty matter to you at your drawing board? Because it sets the direction that national laws, building codes and standards then follow, and it reframes the question you are answering. Under a charity model, an accessible feature is a nice extra you might justify to a cost-conscious client. Under a rights model, the inaccessible building is the thing that needs justifying, because it denies people something they are entitled to. That reframing quietly strengthens your hand: when you argue for a level entrance or a proper accessible toilet, you are not asking for a favour on behalf of a minority, you are helping your client meet a duty and avoid a wrong.

The rights framing also explains why access law keeps widening. It is not a fixed technical spec but an evolving commitment to equal participation, which is why codes get updated, scopes expand from public buildings toward housing and the public realm, and enforcement tightens over time. As a designer you are working inside a moving, deepening obligation - which is all the more reason to build access in generously from the start rather than chase the shifting minimum. There is also a practical upshot worth naming: because the obligation only ever widens, a building designed to yesterday's bare minimum tends to fall short sooner, while one designed generously for the full spectrum stays on the right side of a rising bar for far longer. Generosity is future-proofing.

India's framework: the RPwD Act and the Harmonised Guidelines

In India, the CRPD is given force chiefly through the Rights of Persons with Disabilities (RPwD) Act, 2016, which replaced the older 1995 law and broadened the definition of disability to a wider list of conditions. The Act treats accessibility of the physical environment, transport and information as a duty, requires public buildings and services to be made accessible, and empowers the government to issue detailed rules and standards. It is the backbone you should know exists and broadly what it demands: that access is a legal obligation, not an optional courtesy, backed by timelines and enforcement mechanisms.

Alongside the Act sit the technical standards that turn its principles into buildable figures - most notably the Harmonised Guidelines and Standards for Universal Accessibility in India (a 2021 edition updated the earlier 2016 guidelines). These are the document architects and interior designers in India reach for when they need the actual dimensions: accessible routes, ramp gradients, door clear widths, turning spaces, accessible toilets, signage, tactile paving and much more, gathered into one harmonised reference so that different building types follow a consistent approach. Think of the Act as the 'why and must', and the Harmonised Guidelines as the 'how and how big'.

A word of honest caution, in keeping with how this Academy treats all law. Codes and guidelines are revised, editions supersede one another, and different building types, states and municipal by-laws can carry their own requirements layered on top - and the National Building Code also speaks to accessibility. So treat any specific figure you remember as typical guidance to design around, and confirm the binding number against the current edition that applies to your particular project and place. When a project is significant, complex or public-facing, that verification should include a qualified access consultant. Knowing the framework exists and roughly what it requires is your job; certifying the exact binding specifics is a job you do with the live documents and a specialist.

The global anchors: ADA, Approved Document M, ISO 21542

Even if you only ever build in India, it pays to know the global anchors, because they shape international briefs, inform product design, and are often what a well-travelled client has in mind when they say 'make it accessible'.

In the United States, the Americans with Disabilities Act (ADA) of 1990 is the landmark civil-rights law, and the ADA Standards for Accessible Design (rooted in the ADAAG guidelines) are the technical rules that go with it. The ADA is famous partly for its clear, enforced dimensions and for the litigation that backs them, which has made American accessibility standards unusually influential worldwide.

In the United Kingdom, access is driven by the Equality Act 2010 (which folded in earlier disability-discrimination law) and delivered technically through Approved Document M of the Building Regulations, covering access to and use of buildings, with a separate part for dwellings. Approved Document M is a widely studied model for how to write clear, staged access requirements.

Internationally, the key standard is ISO 21542, 'Building construction - Accessibility and usability of the built environment', which gathers good practice into one global reference; in Europe, EN 17210 sets functional accessibility requirements for the built environment. There is also the digital sibling every designer should know exists - the Web Content Accessibility Guidelines (WCAG) from the W3C - because information and wayfinding increasingly live on screens as well as walls.

You do not need to memorise these, and you certainly should not mix numbers from one jurisdiction into a project governed by another - a dimension that is compliant under the ADA may not match the binding figure in India, and vice versa. What matters is the map: rights treaty at the top, national law beneath, and technical standards below that, all pointing at the same humane goal. Know which document governs your project, and design to that one.

Principle versus binding specifics - how to use standards well

The most valuable habit this lesson can give you is knowing the difference between an enduring principle and a binding, changeable number - and using each correctly.

A principle is stable and portable: a ramp that is too steep excludes wheelchair users and endangers everyone; an accessible route is worthless if a single step breaks it; colour used as the only cue fails colour-blind people; a person must be able to get out of a building, not just in. Principles like these travel across borders and outlast code revisions, and this course teaches them so you reason correctly wherever you work.

A binding specific is the exact figure a particular code requires right now - a maximum ramp gradient, a minimum door clear width, a turning-circle diameter, a grab-rail height. These are real and they matter, but they differ by jurisdiction, they carry conditions and exceptions, and they change between editions. That is why, throughout this course, we give the widely accepted typical figure and clearly frame it as guidance to verify - 'a common maximum ramp gradient is about 1:12, and gentler is better; confirm the binding figure in your current local code' - rather than stating a number as if it were universally true.

The workflow that keeps you safe and effective is simple. Understand the principle, so you know why the figure exists and never design something that technically complies but still fails a person. Design around the typical guidance figure early, so your plan is right in the big moves. Then verify the binding specific against the current code that governs your project before you commit - and on significant, complex or public projects, bring in a qualified access consultant to check and, where needed, to author the access statement. Before you can design to the law, you must know which law applies. This exercise builds the professional habit of establishing the governing framework for a specific project rather than relying on half-remembered numbers.

A notebook and access to current official sources for the governing jurisdiction. The exercise is about method and sourcing, not about memorising numbers.

  1. 1Pick one project and place - for example, a small public clinic in an Indian city - and write down its building type, users and jurisdiction.

You carry the statutory responsibility for access, so own the framework at strategy stage. Establish early which code and edition governs the project - in India the RPwD Act with the Harmonised Guidelines, plus the National Building Code and any state or municipal by-laws - and design the route, entrance, lift, WC and refuge to it from the first plan. On significant or public buildings, engage an access consultant and prepare an access statement. Treat the binding figures as things to confirm against the current document, never to recall from memory.

Much of what the standards actually govern lands in your package - door clear widths, turning space, WC layouts, grab rails, contrast, signage and finishes. Know that the Harmonised Guidelines (in India) or the relevant local standard set typical figures for these, and specify to the current edition rather than habit. Where a fit-out changes a route, a threshold or a facility, check that your details still meet the binding numbers, and flag anything that needs the architect or an access consultant to confirm.

Misconception check

If I just memorise the key accessibility dimensions - the ramp gradient, the door width, the turning circle - I will know the law and can design compliantly from memory.

Memorised numbers are the most dangerous kind of accessibility knowledge, because they feel like competence while quietly going out of date. Codes are revised, editions supersede each other, and figures differ by jurisdiction and building type, so a number you learned once may be wrong for the project in front of you. Worse, a design can hit every remembered figure and still fail a real person if you do not understand the principle behind it. The professional approach is the reverse: learn the enduring principles deeply, use typical figures as design guidance, and always verify the exact binding specifics against the current code that governs your project - bringing in a qualified access consultant on significant work.
