Estimation: Forecasting the Cost

An estimate is a forecast, not a fact — and it has a range

Cost is where wishful thinking hurts a client most, so this unit starts with the honest truth: an estimate is a forecast, made before the work, carrying uncertainty — not a fact and not a fixed quote. A rough estimate (quick, approximate, for feasibility) and a detailed estimate (itemised, for tender) are different tools of different accuracy, and accuracy tightens as the design resolves. And the true cost of a project is far more than the materials on the wall — it includes labour, the contractor’s overhead and profit, professional fees, taxes and contingencies.

A forecast, not a fact

An estimate forecasts what work will cost, before it is done — so it carries an accuracy range. ‘The estimate is the price’ is a myth. It exists to foresee the cost so a budget can be set and the project controlled against it.[1, 2]

A prediction with a range

An ESTIMATE is a FORECAST of what work will cost, made BEFORE it is done — so it carries uncertainty by its nature. It is not a fact and not a fixed quote. The professional honesty is to present an estimate as what it is: a best prediction with an accuracy RANGE, which tightens as the design is resolved. 'The estimate is the price' is a MYTH — the estimate forecasts the price, and a single confident-looking figure hides the range it really is.[1, 2]

Rough vs detailed

A rough estimate is fast and approximate (by area) with a wide range; a detailed estimate is itemised and accurate, tendered and built against. Accuracy tightens as the design resolves — so estimates are revised, not fixed from the first number.[1, 3]

Two tools, two accuracies

There are two main tools. A ROUGH (preliminary) estimate is fast and approximate — often a rate per square foot or per area — to test feasibility and set an early budget; it carries a WIDE accuracy range and must be presented as such. A DETAILED estimate is slow and itemised — every quantity taken off, every rate analysed — and is far more accurate; it is what a project is tendered, built and paid against. Using a rough estimate as if it were a firm price is a common and costly error.[1, 3]

The cost is far more than the materials: it includes FF&E, labour, the contractor’s overhead and profit, professional fees, taxes (18% GST on works contracts in India) and contingencies. An estimate counting only the visible material always comes in short.[1, 4]

More than materials

The cost of a project is far more than the materials on the wall. It includes the MATERIALS and the FURNITURE, FIXTURES AND EQUIPMENT (FF&E); the LABOUR to install; the contractor's OVERHEAD and PROFIT; PROFESSIONAL FEES (the designer's own); TAXES (in India, GST at 18% on works contracts); and CONTINGENCIES for the unforeseen. An estimate that counts only the visible material — the tip of the iceberg — always comes in short, and the client meets the rest as a shock.[1, 4]

Honestly · Forgetting wastage is a classic under-estimate: tiles cut at edges, timber trimmed, paint over-applied. A rate that prices only the material that ends up in place is always short.

Labour

The work, by output norms

Is: The cost of the labour to do the work, worked out from OUTPUT NORMS — how much a mason, carpenter or painter does in a day — times the wage.

Honestly · Labour is estimated from productivity norms (as in India's Analysis of Rates), not guessed. Skilled finishing work is labour-heavy, so its rate is mostly labour, not material.

Plant & equipment

Tools, machines, scaffolding

Rate build-upNUANCED

Is: The cost of the plant, machinery, tools and access (scaffolding, mixers, hoists) an item needs — hired or owned, apportioned to the work.

Honestly · Small on a paint rate, large on structural or machine-heavy work. Easy to forget on interiors, but scaffolding, cutting tools and hoisting are real costs that belong in the rate.

Overhead

Running the business

Rate build-upMYTH

Is: The contractor's cost of being in business — site supervision, office, insurance, transport — spread across the work as a percentage.

Honestly · 'Overhead is padding to cut out' is a MYTH: it is the real cost of running a competent, insured firm. A quote with no overhead is either naive or hiding it in the rates — and you pay either way.

Profit

The reason to take the job

Is: The contractor's margin — a legitimate percentage for taking the risk and doing the work, on top of cost.

Honestly · 'Squeeze out the profit for a better deal' is a MYTH that backfires: a contractor working at no profit cuts corners, delays, or fails. Profit and overhead should be VISIBLE and reasonable, not hidden or denied.

Is: A full, itemised estimate — every item measured, every rate analysed, abstracted into a total — prepared for tender and cost control.

Honestly · Slow but accurate: the more the design is resolved and the more carefully quantities are taken off, the tighter the estimate. This is the estimate a project is actually built and paid against.

Is: The itemised schedule of every work item with its quantity, unit, rate and amount, summing to the total — the backbone of the estimate and the tender.

Honestly · The BOQ is what makes an estimate auditable and comparable: contractors price the SAME BOQ so bids can be compared like for like. A total with no BOQ behind it cannot be trusted or checked.

Contingency

For the unforeseen

Is: A percentage added for the unforeseen — hidden site conditions, changes, price rises — that any honest estimate needs.

Honestly · 'A contingency is padding to remove' is a MYTH: it is a professional admission that estimates are uncertain. Removing it does not make a job cheaper; it just hands the client an unbudgeted bill later.

Is: Costing painting and polishing by TYPE (distemper, acrylic emulsion, enamel, melamine, French polish) and number of coats, per unit area or item.

Honestly · The spec decides the rate: two coats of premium emulsion cost far more than one of distemper. You cannot price 'good paint' — the type, coats and standard must be fixed first.

Flooring

Plank, tile, resilient, soft

Costing finishesVERIFIED

Is: Costing flooring by product — plank and tile, resilient (vinyl), soft (carpet) and rugs — per unit area, including laying, adhesive, skirting and wastage.

Honestly · The laid rate is more than the product price: it includes preparation, adhesive, laying labour, edge trims and wastage. Product sizing and packaging drive the wastage, so they drive the cost.

False ceiling

By system and frame

Costing finishesVERIFIED

Is: Costing suspended ceilings by system (gypsum board, aluminium panel, grid tile) including the frame, boarding, finishing and any integrated services cut-outs, per unit area.

Honestly · The frame and finishing often cost more than the board. Complex shapes, coves and level changes raise the rate sharply, so a 'per square metre' figure only holds for a stated design.

Joinery & its finish

Is: Costing built-in and loose joinery by its make-up (carcass, shutters, hardware) AND its finish (laminate, veneer + polish, paint, melamine), per unit or per area.

Honestly · Two wardrobes of identical size can differ hugely in cost by their FINISH and hardware. The finish and fittings, not just the box, must be specified to price joinery honestly.

The reference rate book

Tender & contractVERIFIED

Is: A published book of standard unit rates for common items — in India, the CPWD Delhi Schedule of Rates (DSR) — used as a reference and basis for estimates and tenders.

Honestly · A schedule of rates is a REFERENCE, tied to a place and date (DSR is Delhi, a given year) with GST and market factors built in; real bids adjust it for location, time and market. It is a baseline, not a fixed truth.

How work is priced & awarded

Tender & contractMYTH

Is: The process of inviting contractors to price a defined scope (the BOQ and specs) so the work can be awarded — open, limited or negotiated.

Honestly · 'Always accept the lowest tender' is a MYTH: the lowest bid may have missed scope, under-priced to win, or plan to claw it back in variations. You judge tenders on scope, capability and realism, not price alone.

Certificate of payment

Pay for work actually done

Tender & contractVERIFIED

Is: A certified statement of the value of work actually completed to date, against which the contractor is paid in stages — with retention held back until completion.

Honestly · Payment follows measured, verified progress, not promises — and RETENTION (a small percentage held back) protects the client until defects are made good. It is how cost control meets cash flow on site.

Overhead, profit and contingency are real, honest costs — not padding to squeeze out.

Apply it

Study task

Take a small interior you know — a bedroom or a shop — and prepare two estimates for it. First a rough estimate by area (a rate per square foot times the area), stated with an honest wide range. Then begin a detailed one by listing the main items (flooring, painting, joinery, electrical) — you will price them in later units. For the whole project, list every element of the true cost beyond the materials: labour, the contractor’s overhead and profit, your professional fee, GST, and a contingency. Finally, write one sentence to the client explaining why the rough figure is a range, not a promise. The test is that you have shown cost as a forecast with a range, and counted the whole iceberg, not just its tip.
