The cheapest quote is not the cheapest project
This is the applied unit — costing the real things an interior is made of: electrical fittings, tiling, plaster, joinery and its finish, the many painting types, plumbing, false ceilings, partitions and every kind of flooring. Two honest lessons run through it. The cost of a finish is the laid rate, not the shelf price. And the cheapest quote is not the cheapest project — a low bid usually hides missing scope, a cheaper substitution or variations later — so you compare like for like and hit a budget by value engineering the spec in the open, never by a hidden downgrade.

Costing the items
The interior is costed item by item — fittings, tiling, plaster, joinery, painting, plumbing, ceilings and flooring — each as quantity × a spec-fixed rate. And the cost of a finish is the laid rate (product plus prep, adhesive, labour, trims, wastage), not the shelf price.[1]
The real interior catalogue
This is the applied unit: costing the things an interior is actually made of. ELECTRICAL fittings (lights, fans, cables, switches); TILING to floors, skirting and dado; cement PLASTER; JOINERY in wood, steel or aluminium; the many PAINTING and polishing types; PLUMBING and sanitaryware (piping, taps, showers, cubicles, tubs); FALSE CEILINGS (gypsum, aluminium, grid); PARTITIONS; and FLOORING of every kind — plank and tile, resilient (vinyl), soft (carpet) and rugs. Each is costed as quantity times an analysed, spec-fixed rate.[1]
Cheapest quote, not cheapest project
‘Take the cheapest quote’ is a myth: a low bid usually hides missing scope, a cheaper substitution, or variations clawed back later. The only fair comparison is like for like — the same BOQ and specification, comparing rates for identical work.[1, 2]
The low-bid trap
'Take the cheapest quote' is a MYTH that costs clients dearly. A low bid usually hides something: MISSING SCOPE (items left out that must be added later), CHEAPER SUBSTITUTIONS (a lesser material than specified), or a plan to claw the low price back through VARIATIONS and claims once the work has started and the client is committed. The cheapest quote is often the most expensive PROJECT. Judge a bid on what it actually includes and whether it is realistic, not on the bottom line alone.[1, 2]
Value engineering
When a design is over budget, the honest tool is value engineering — changing the specification in the open with the client to reduce cost. It is the opposite of a hidden downgrade. Good value engineering is trade-offs: spend where it’s touched and seen, save on the secondary.[1]
Change the spec, honestly
When a design is over budget, the honest tool is VALUE ENGINEERING: deliberately changing the SPECIFICATION to reduce cost, in the open, with the client. Because the spec fixes the rate, swapping a material, simplifying a detail or reducing a finish re-analyses the rate and lowers the cost — a stated trade-off the client agrees to. This is the opposite of a HIDDEN downgrade, where a contractor quietly substitutes a cheaper material against the spec. Value engineering is honest cost reduction; a hidden substitution is a breach.[1]

Take one finish — a tiled floor, say — and cost it as its full laid rate: the product, plus surface preparation, adhesive, laying labour, skirting, trims and wastage. Then imagine three contractors quote your room, one much cheaper: list what the low quote might have hidden (a thinner tile, one coat of paint, omitted skirting, a claim planned later), and show how a fixed BOQ and specification would expose it by forcing a like-for-like comparison. Finally, the design comes in 15% over budget: propose an honest value engineering move — a stated spec change agreed with the client — that saves cost where it is least seen, and contrast it with a hidden downgrade. The test is a cost you can defend and a saving that keeps trust.
